Job summary

NCS Pte Ltd in Singapore seeks a Senior Director, Engineering Delivery to lead and oversee multiple IT/Engineering projects, ensuring quality, scope alignment, and timely delivery while upholding processes and standards.

You will head the homeland and public service delivery, take P&L ownership, manage cross-functional teams, drive pre-sales, and nurture client relationships to deliver measurable business impact.

Qualifications

  • Degree in Engineering, Computer Science or equivalent.
  • 15+ years of project management experience; defence/public sector experience preferred.
  • Strong presentation, negotiation and interpersonal skills.

Responsibilities

  • Lead multiple IT/Engineering projects ensuring on-time delivery and conformance to standards.
  • Head delivery for homeland and public service group with P&L responsibility.
  • Manage project teams across functions, oversee pre-sale activities and tenders.
  • Ensure staffing, performance feedback, and project milestones; manage financials.
  • Develop contracts with subcontractors and manage stakeholder engagement.
  • Participate in business development and liaise with Sales for opportunities.

Job Description

The Senior Director, Engineering Delivery is responsible for leading, overseeing, managing and implementing multiple IT/ Engineering projects with quality, within scope and to ensure deliverables are on time and conform to processes and standards meeting customer’s requirements. Concurrently, you will be required to head the delivery of the homeland and public service group and hold P&L responsibility.
You will also manage project teams across different functional areas and lead pre-sale activities to respond to tenders; managing staff’s training, performance, feedback and morale; taking ownership of staff’s project assignments; taking full accountability of projects’ development milestones; and project financials.

Project & Service Management
  • Review the project lifecycle (initiation, plan, execution, completion)
  • Review project schedules, quality plans, budgets, and communication and risk management plans
  • Manage issues arising out of scope definition and disputes that impacted scope, schedule and cost
  • Manage issues arising from integration of various components of the project, e.g. hardware, software installation, testing, business process review, redesign, application development, migration and data conversion etc
  • Manage project financials, ensuring project cost/ revenue forecast is done accurately
  • Oversee the implementation of the project with regard to schedules, budget, manpower and quality
  • Resolve project overrun issues
  • Monitor and report on project management progress to Senior Management and Customer
  • Manage resources in terms of mobilising resources during different periods of time from team to team to maximise productivity or minimise wastage
  • Lead the project and service team on smooth project transition to operation in accordance to customer requirement and processes.
  • Manage project operation and ensure service level is maintained without financial penalty and security incident due to negligent or lack of awareness
Customer/Vendor/ Stakeholder Management
  • Manage contracts and subcontractors
  • Effectively engaged stakeholders in project decisions and execution
  • Build long-term customer relationships by anticipating and exceeding customer’s expectation
  • Negotiate with customers on change control mechanism to meet schedules and prioritize changes based on business needs
Business Development
  • Proactively identify opportunities for further expansion or improvement of services delivered to the customer and liaise with the Sales Manager(s) for development of that opportunity
  • Participate in tenders and contribute to tender proposal, provide inputs in project delivery effort, risks and review compliance to tender requirement
  • Be involved in pre-sale activities and provide leadership to the project team to ensure proposals/enhancements are fully analysed and evaluated for benefits and cost
Team Management
  • Participate in leadership activities and providing performance feedback and developmental coaching
  • Monitor and improve team performance, conduct team building, providing leadership, coaching, and performance managementBuild, lead and motivate a high performing team with innovative culture
  • Lead, guide, manage and motivate the projects’ team members in delivering quality project works, manage project exceptions and delighting the customers
  • Plan for optimal use of resources across teams comprising Project and Technical competencies
  • Manage performance review of team and maintain open communication with team for feedback on continuous improvement
  • Plan and develop team members to achieve their individual career development plan
  • Ensure high individual and staff billability
Qualifications
  • Degree in Engineering, Computer Science or equivalent
  • More than 15 years of project management experiencePreferably to have experience in the defence and homeland industry
  • Self-motivated with a positive “can-do” attitude, creative with excellent presentation, communication, negotiation and interpersonal skills including strong persuasive techniques
  • Able to lead, develop and maintain respectful and trusting relationship
  • Able to travel as and when required
