Job Summary

As the Personnel Senior Executive you will oversee the full spectrum of HR administration and staff management, including recruitment, work pass processing, onboarding, payroll, attendance and overtime control, and compliance with MOM regulations. The role also handles employee relations, staff welfare programs, and supports management in maintaining a productive, compliant, and positive workplace.

Key Responsibilities
1. Recruitment & Staffing
  • Manage the full recruitment cycle — from manpower planning, job posting, shortlisting, interviewing, and selection.
  • Prepare employment offers, contracts, and ensure proper documentation.
  • Maintain updated manpower listings and organizational chart.
2. Work Pass & Government Compliance
  • Handle all +Work Permit (WP), +S Pass, and +Employment Pass (EP) applications, renewals, transfers, and cancellations through the MOM portal.
  • Monitor quota and foreign worker levy matters, ensuring compliance with MOM regulations.
  • Maintain accurate employee records, statutory documentation and training records.
3. Payroll Administration
  • Prepare and process monthly payroll for all staff, ensuring accuracy in basic salary, overtime, allowances, and deductions.
  • Compute and submit CPF, SDL, foreign worker levy, and other statutory contributions in a timely manner.
  • Generate payroll reports and support management in cost analysis and budgeting.
  • Ensure confidentiality of payroll data and employee information.
4. Attendance & Overtime Management
  • Oversee time attendance records and ensure punctual submission by supervisors.
  • Verify and consolidate overtime claims and shift differentials for payroll processing.
  • Work closely with department heads to control OT costs and manpower scheduling.
5. Onboarding, Probation & Offboarding
  • Conduct new staff orientations and ensure completion of onboarding forms and access setup.
  • Monitor probationary evaluations and confirmation processes.
  • Handle resignation, termination, and clearance procedures, including final salary computation.
6. HR Compliance & Administration
  • Ensure adherence to the Employment Act, CPF Act, and other relevant statutory regulations.
  • Prepare HR reports for to decision making.
  • Maintain updated HR policies, employee handbook, and SOPs.
7. Employee Relations & Welfare
  • Organize staff engagement programs, company functions, and team-building activities.
  • Address employee welfare concerns and provide guidance on HR-related matters.
  • Promote a harmonious and positive work environment.
Qualifications
  • Diploma or Degree in Human Resource Management, Business Administration, or related field.
  • Minimum 3 to 5 years’ experience in HR operations, including payroll and work pass administration.
  • Well-versed in MOM, CPF, and IRAS regulations.
  • Proficient in HRMS/payroll software and Microsoft Excel.
