Job Summary

We are seeking an experienced Payroll & HR leader to lead and oversee end-to-end payroll operations, HR administration, and statutory compliance. The role requires strong labour law knowledge, hands‑on payroll expertise, and the ability to manage payroll‑related documentation, policies, and employee communications while ensuring accuracy, compliance, and process efficiency.

Key Responsibilities
1. Payroll & HR Operations Management
  • Lead and manage end‑to‑end payroll processing, ensuring accuracy, timeliness, and compliance with labour laws and statutory requirements.
  • Oversee maintenance of employee master data, employment contracts, salary structures, and personnel records.
  • Review, approve, and ensure legal compliance of all HR and payroll‑related documents, including employment contracts, contract renewals, salary revisions, allowance and deduction letters, confirmations, disciplinary letters, and internal memos.
  • Supervise HRIS and payroll system administration, monthly updates, reporting, and data integrity controls.
  • Oversee attendance, leave entitlements, overtime, shift scheduling, and employee movement tracking affecting payroll.
  • Manage dormitory administration for general workers, ensuring compliance with labour, housing, and payroll deduction regulations.
2. Recruitment, Onboarding & Payroll Governance
  • Oversee pre‑employment documentation and onboarding processes to ensure payroll and statutory compliance.
  • Review and approve offer letters, employment contracts, appointment letters, and payroll setup documentation.
  • Ensure accurate payroll system configuration for new hires, including salary components, benefits, and statutory deductions.
  • Establish controls to ensure completeness and accuracy of employee documentation.
3. Payroll Advisory & Employee Relations Support
  • Serve as escalation point for complex payroll and statutory inquiries.
  • Provide guidance to HR and line managers on payroll‑related labour law matters and employee communications.
  • Oversee resolution of payroll discrepancies and approve adjustment or clarification letters.
4. Payroll Compliance, Audit & Labour Law Leadership
  • Ensure full compliance with local labour laws, tax regulations, and statutory payroll obligations.
  • Lead payroll audits, labour inspections, and regulatory reporting activities.
  • Develop, implement, and continuously improve payroll policies, SOPs, internal controls, and labour law compliance frameworks.
  • Monitor changes in labour legislation and advise management on payroll and HR impact.
5. Performance, Training & Compensation Linkages
  • Oversee payroll inputs for performance‑based salary adjustments, bonuses, incentives, and contract amendments.
  • Ensure accurate tracking of training attendance and certifications impacting payroll allowances or reimbursements.
  • Provide payroll and labour law input into compensation planning and budgeting.
6. People & Stakeholder Management
  • Lead, coach, and develop payroll and HR team members.
  • Collaborate closely with Finance, Operations, and external vendors to ensure payroll accuracy and compliance.
  • Act as a trusted advisor to management on payroll, compensation, and labour law matters.
Requirements
  • Bachelor’s degree in Human Resources, Accounting, Finance, Business Administration, or related field.
  • Minimum 6–10 years of experience in payroll and HR, with at least 3–5 years in a managerial or supervisory role. Proven experience managing end‑to‑end payroll in a medium to large organization.
  • Extensive experience drafting, reviewing, and approving HR and payroll‑related letters and employment documentation.
  • Solid understanding of compensation structures in the Construction Industry, familiar with overtime and different work time profiles. Hands‑on experience with HRIS and payroll systems – InfoTech.
  • High attention to detail, accuracy, and confidentiality and manage multiple deadlines and lead payroll cycles under pressure.
