Job description
Responsibilities
  • Monitoring the voyage progress and ensuring charter party, freight contract, etc., obligations are fulfilled.
  • Provide Masters with guidance and information about any special requirements for their voyages.
  • Taking appropriate measures to safeguard Owners' interests, ensuring ship's documentation under responsibility is in order and regulatory requirements are met.
  • Liaison with owners for ‘Letters of Indemnity and follow up on ‘Bills of Lading’ as required.
  • Issuing warnings and cautionary notices to the ships appropriate to their voyages or trade.
  • Arranging inspections, pre-loading or cargo surveys, cargo inspections, damage surveys, on/off hire bunker & condition surveys, draught surveys, etc.
  • To monitor the arrangements of delivery/on-hire and redelivery/off-hire surveys.
  • Providing appropriate guidance and assistance to Masters, ensuring regular, timely updating and circulation of position lists and so on.
  • Monitoring Cargo and Ballast plans to confirm adherence to Company Policies & Procedures.
  • Monitoring voyage plans to confirm adherence to Company Policies & Procedures.
  • In granting any deviation from existing Policy, viz. UKC, the following guidelines will be adhered to:
    1. In case local port regulations allow for a lesser under keel clearance (UKC) than what is obtained by the company guidelines, the Manager Operations shall conduct a risk assessment in liaison with the Master to ensure safe transit, but under no circumstances should the UKC be reduced to less than:
      1. Whilst underway, 1.5 % of the vessel's moulded breadth, but not less than 0.6m. (Dynamic UKC).
      2. At berth, the minimum UKC should not be less than 30 cm at any given time.
      3. UKC compliance when calling the Parana River system ports, where depths and channel navigation are monitored and managed daily by the Local Authorities, and where the norm of the port is to allow for a 60cms static UKC (based on declared safe sailing draft), vessels may be given a special waiver for complying with the local requirement after a tailored risk assessment is successfully undertaken, in consultation with the Operations Director.
      4. Over the tide operations may be permitted for the purpose of maintaining the required minimum UKC, which operations are subject to a risk assessment being undertaken in consultation with the office, the results of which to be shared with all parties involved.
    2. All deviations to the UKC policy are to be reviewed by the Manager Operations and further approved by the Operations Director.
  • Maintain record of vetting inspections; arrange oil major inspections and co-ordinate replies to them through the Operations Director.
  • Vetting Inspections KPI Review.
  • TMSA Verification records, time frames and targets.
  • Operations Risk Assessments.
  • Undertake CSO duties, as appointed and Monitor Ship Security Plans, CSR & ISSC ISPS reports and reviews and Ship Security Drills.
  • Warnings against piracy, robberies, pilferage and stowaways – Handled by the designated Security Manager.
  • Handling of notifications to Insurance underwriters for War Risk and other exclusion zones where required by the Owners.
  • Timely notifications are sent for breaches of warranty limits or exclusion zones or for voyage deviations, and cover extended and held.
  • Ensuring that vessels and crew are always properly insured and cover bound in due time.
  • Raising debit notes for Tank cleaning, War risk premiums, etc. as required by Owners.
  • The underwriters' & Clubs' pre-entry or periodic condition surveys are properly followed up, and recommendations or deficiencies are dealt with, and the cover is not prejudiced.
  • To ensure that Vessel’s operations are being carried out in line with the Company’s QHSE Management system.
  • Manager Operations is responsible for ensuring that Oil Majors inspect the ships as per Charter Party and/or Owners requirements.
  • Manager Operation is also accountable to ensure that cargo operations are carried out in accordance with Company procedures.
Requirements
  • Master's Certificate of Competency.
  • Experience on LPG Carriers is desirable.
