Job description
KEY OBJECTIVES & RESPONSIBILITIES
  • The Offshore Installation Manager shall be responsible for:
  • Ensuring compliance with the Safety Assurance Management Systems (SAMS), the Case for Safety and the Health Safety and Welfare of all persons onboard the facility.
  • A safe and efficient offshore operation, the maintenance of technical integrity, compliance with safe operating practices, environmental and legislative requirements.
  • Fulfilling the risk management requirements by ensuring all risks in the operation and maintenance of the facility are identified and procedures are established and implemented.
  • Managing the human resources available onboard so as to maintain a flexible and efficient work culture.
  • Managing the facility onboard management budget, prepare accounts and financial reports, control of costs and oversee the operation of the purchasing system.
  • Managing and coordinating any Emergency Response.
DIMENSIONS

The Offshore Installation Manager is deemed by position to ensure compliance with the requirements of HBA Offshore's AMO's Safety Assurance Management System (SAMS), and to:

  • Personnel and supply logistics; maintaining provisions for the crew.
  • Provision of Helicopter and supply boat to the facility and crew.
  • Provide guidance to all Supervisors and crews in matters pertaining to the safe operating of the facility.
PRINCIPAL ACCOUNTABILITIES
  • Ensure the Quality Health, Safety and Environment Assurance system, established by the Company and defined in Health, Safety, Environment and Quality Management System Manual, is implemented and maintained onboard the facility.
  • Ensuring any non-compliance with the Facility Health, Safety, Environment and QA system is identified and addressed.
  • Motivate, consult, and ensure participation of employees and contractors in the ongoing development and implementation of the Case for Safety and the management of safety.
  • Ensure the Company's policies are known, understood, and adhered to.
  • Ensure all contractors and vendors, who perform work on the facility, are made aware of their responsibilities for managing health, safety, emergency response and compliance with the SAMS.
  • Manage, control, approve and monitor the Permit to Work system.
  • Ensure, in conjunction with department heads, that appraisals of all personnel are conducted on a regular basis, training needs are analyzed, and training requirements fulfilled where considered necessary.
  • Ensure lines of reporting or communications onboard the facility are adhered to and that any changes in the onboard organization are reflected in a revised facility organization plan.
  • Ensure full co-operation between all departments and personnel on the facility to ensure the safety of the facility and efficient performance of all tasks.
  • Ensure a good working relationship with the Client Representative.
  • Supervision of all aspects of the Safety Assurance Management System.
  • Risk assess Simultaneous Operations (SIMOPS) and their impact on the integrity of the facility ensuring procedures are in place to action and respond to any situation.
  • Ensure familiarity with all limitations to the technical integrity of the facility and with the inspection activities required.
  • Oversee all activities and operations ensuring they are performed in accordance with the applicable procedures, that all relevant safety codes and regulations are followed and that simultaneous operations with high risk potential are managed in accordance with the Safety Assurance Management System.
  • Assist in the preparation of budgets and in the planning and co-ordination of campaign maintenance, conversions, or other major activities.
SPECIFIC ACCOUNTABILITIES

As per designation, the following applies as indicated by the relevant Process Owner.

MARINE

The Offshore Installation Manager shall have a basic understanding of all operations, including:

  • Principles of Marine damage control
  • Principles and effect of loss of mooring
  • Principles and effect of loss of stability and its control
  • Simultaneous Operations (SIMOPS)
  • Consequences of loss of containment and major spill and the reporting requirements
PRODUCTION & OPERATIONS

The OIM shall ensure:

  • That a morning meeting is held with all HOD's and the Onshore Operations Manager (if required)
  • That Client Production targets are met and if not to inform the Onshore Manager of the reason/s for non-compliance
  • Verify that all information in the Daily Production Report is accurate prior to sending it out
MAINTENANCE
  • The OIM shall be informed by the Maintenance Supt of all maintenance activities on the facility.
  • Liaise with the maintenance department on daily tasks and ensure they are all done safely and in accordance with the PTW procedure
  • Ensuring any 3rd Party Contractors have the correct scope of work to conduct the task
  • Control the flow of all Management of Change requests
  • Review the progress of all scheduled maintenance tasks.
COMPETENCY & TRAINING
  • The OIM has the overall responsibility for the functional onsite execution of the Competency Management System (CMS) and more specifically the CBTAs. In this role he will;
  • Ensure that the facility maintains a continual course in achieving 100% competency compliance using the facility Training & Competency Database and the individual's competency profiles as a reference point
  • Ensure the integrity of the CMS is maintained by facilitating an annual audit referencing the CMS audit procedure and conducting spot audits throughout the calendar year.
  • Maintain a fully compliant documentation / filing system with evidence of competency of all permanent offshore employees for the facility.
  • Ensure that Individual, Facility and specific competency reports are continually monitored and requested from the onshore resource and are available offshore for analysis.
  • Monitor the performance of the Production, Maintenance and Marine
  • Supervisors/Superintendents to meet competency compliance per discipline team.
  • Act as the dispute resolution point for any issues arising via the assessment process.
HEALTH, SAFETY AND ENVIRONMENT

The Health, Safety and Environmental requirements of the facility are the responsibility of the OIM. Under this responsibility the OIM shall;

  • Manage and administer the Case for Safety, ensuring that where changes to equipment, structures, procedures, personnel, and emergency response impact upon the Case for Safety that these are documented, and personnel advised.
  • Attend, chair or nominate a chairman for the monthly safety committee meetings.
  • Report and investigate all accidents, incidents, near misses and dangerous occurrences in accordance with the Safety Assurance Management System procedures.
  • Prepare annual facility safety plan.
  • Conduct daily PTW and SIMOP meetings.
  • Ensure Weekly Safety Meetings are conducted.
  • Openly promote safe working practices.
  • Ensure all Non-Conformance issues are closed out in a timely manner.
  • Attend all required HSE Mandatory training contained within the AMO's program as detailed in the Training Matrix.

WORKING RELATIONSHIPS

INTERNAL

The Offshore Installation Manager shall liaise with the following internal groups / persons to achieve OPS and client's production and HSE KPl's:

  • AMO Support Group
  • Facility Management Team
  • Client Site Representative

EXTERNAL

The Offshore Installation Manager shall liaise with client site representative, contractor and sub-contractor and other marine/maritime companies.

REQUIREMENTS

EDUCATIONAL/ PROFESSIONAL QUALIFICATIONS

  • Minimum Twelve (12) years of education
  • Various technical, Management, safety, and other related course.

KNOWLEDGE, EXPERIENCE, SKILLS

  • Valid certificate of Emergency Management Competency to OPITO (UK) or similar standards Experience:
  • 15-year experience in Oil/Gas industry, with at least 5 years' experience in supervising multi-ethnic and multi-skilled workforce.
  • Able to demonstrate a high degree of initiative and responsibility
  • Good track record of effective leadership skills in multi - disciplined oil and gas environment.
  • Must be conversant with the relevant codes, regulations, standards, and safe practices applicable in the Oil and Gas industry.
  • Have an establish record as an OIM, with well-developed communication, writing and reporting skills
  • Experience of working overseas with third world nationals.

Specific knowledge:

  • Sound knowledge and competency in hydrocarbon gas production systems.
