About SEACEF TAF

SEACEF TAF Ltd. is a Singapore-based non-profit dedicated to accelerating Southeast Asia’s clean energy transition through targeted technical assistance. We aim to enhance the capacities of SEACEF II portfolio companies, enabling them to conduct business more effectively, improve financial returns, and mitigate investment risks.

We are seeking an experienced, detail-oriented Monitoring, Evaluation, and Learning (MEL) Specialist to support our grant management operations in the clean energy sector across Southeast Asia. This role is essential in demonstrating grant effectiveness, strengthening organizational learning, and catalyzing future investment opportunities for both our SEACEF II and portfolio companies.

The MEL Specialist will report to the TAF Director and Technical Assistance Committee (TAC) and work closely with internal teams and external partners to ensure continuous program improvement and high-quality impact measurement.

Key Responsibilities
  • 1. Monitoring, Evaluation and Learning (MEL) Management
    • Develop programme-level MEL KPIs, indicator definitions, and measurement protocols and learning framework in collaboration with the SEACEF TAF team and in alignment with TAF MEL Guidelines.
    • Design and implement MEL frameworks, theories of change, and results models for grant-funded clean energy programs and TA initiatives.
    • Build and maintain data collection systems, KPI dashboards, and impact measurement tools with the Fund Manager.
    • Analyze program performance data to generate insights and identify areas for improvement and adaptive management.
    • Develop and manage MEL plans that integrate both program-level and project-level requirements.
  • 2. TA Project-Level MEL & Implementation
    • Review TA project applications and proposals to identify expected outputs, outcomes, and learning priorities.
    • Develop project-specific MEL KPIs and data processes aligned with programme frameworks.
    • Integrate programme KPIs and learning questions into project and TA design phases.
    • Conduct onboarding sessions with project teams, service providers, and TA recipients to clarify MEL requirements and reporting expectations.
    • Provide ongoing MEL guidance to project stakeholders to ensure consistent implementation.
  • 3. Data Systems, Collection & Quality Assurance
    • Ensure each project has appropriate data collection systems with clearly defined roles and responsibilities.
    • Develop and administer data collection tools including surveys, interviews, field visit protocols, and reporting templates.
    • Verify and validate data to ensure accuracy, reliability, and completeness.
    • Support service providers and partners in self-led data collection where required.
    • Maintain MEL task tracking across all projects, including deadlines, progress status, and ownership.
  • 4. Reporting, Communications & Stakeholder Engagement
    • Prepare and coordinate high-quality donor reports and ensure timely submission of MEL documentation.
    • Ensure accurate reporting within designated donor systems and platforms and contribute to semi-annual MEL reporting cycles.
    • Share programme progress, findings, and learning with project teams, relevant internal teams, and the other stakeholders as necessary.
    • Coordinate data collection and impact evidence with service providers and portfolio companies.
    • Support responses to donor queries and prepare MEL materials for meetings, reviews, and site visits.
  • 5. Learning, Knowledge Management & Continuous Improvement
    • Facilitate learning sessions to translate data insights into actionable programme improvements.
    • Produce case studies, success stories, and best-practice documentation for internal and external stakeholders.
    • Track engagement with knowledge products including citations, downloads, and views.
    • Promote a learning culture by embedding reflection and feedback loops into programme implementation.
Qualifications

Essential

  • Minimum 5 years’ experience in MEL frameworks and impact measurement for development programs, ideally in clean energy or climate finance
  • Experience designing MEL systems for multi-stakeholder or donor-funded programs
  • Experience in preparing donor reports for major international funders (e.g., GCF, World Bank, EU, USAID, bilateral donors)
  • Strong analytical skills with ability to convert data into strategic insights
  • Excellent written and verbal communication skills in English

Preferred

  • Degree in Development Studies, Environmental Management, or related fields
  • Exposure to blended finance mechanisms and experience of investment-related metrics
  • Familiarity with clean energy markets in Southeast Asia
  • Knowledge of international standards for impact measurement (e.g., IRIS+, GRI)
  • Experience with MEL software platforms (e.g., DevResults, CommCare)
Working Arrangements
  • Full-time position: 5 days per week
  • Hybrid work possible upon completion of probation
