Job summary

A maritime management company is seeking a Marine Superintendent in Singapore to oversee vessel safety and compliance. The ideal candidate has at least 6 months of experience as a Master/Chief Officer or significant experience as a deck officer on LPG/Oil tankers. Strong knowledge of industry standards like ISM and SOLAS is essential. The role includes onboard safety management, crew coordination, and maintaining compliance with operational standards.

Qualifications

  • Knowledge of ISM, MLC 2006, STCW 95, SOLAS 74, MARPOL.

Job description
Responsibilities:
  • Responsible for the safety voyages of the vessel, cargo and the crew on board under his charge.
  • Ensure compliance with KLQSMS on board vessel
  • Instruct vessels on safe cargo handling and transportation together with charterer, port and terminal requirements
  • Make sure emergency response preparedness in the fleet
  • Liaise with vessels in emergencies prescribed in KLQSMS-Z-03 Company Emergency Response Procedures
  • Support manning and management of crew by close coordination with Crewing group and local manning offices.
  • To ensure the ships are manned by matrix compliant crew as required by the trade and industry standards.
  • Support education and training of the seafarers
  • Liaise with the TSI of the vessel to comply with environmental matters related to vessel operation
  • Conduct periodical vessel inspections and issue vessel inspection reports and ensure compliance with Company operating standards
  • Monitor and arrange OCIMF SIRE inspections as required by the charterer.
  • Prepare Owner comments for observations raised during SIRE vetting and upload in the OCIMF website.
  • Support the Charterer in conducting Charterer annual or periodical inspections and ensure necessary corrective actions are taken for observations.
  • Monitor and arrange Flag state inspections and keep close communication with vessel’s flag state
  • Provide support to vessel during Port State Control (PSC) inspections.
  • Monitor safe operations of cargo and ballast in the fleet
  • Manage relationship between vessel, office and stakeholders for marine activities and vessel movement
  • Manage marine expertise and support for upstream projects
  • Implement marine assurance requirement for the fleet
  • Provide support in investigation of marine incidents
  • Assist the Group leader in meeting customer needs
  • Collect and report fleet operational performance
  • Responsible for the cost-effective maintenance of all vessels and their equipment to ensure safe, delay‑free operation and compliance with the flag state administration and applicable class and industrial standards.
  • Monitor and maintain vessel’s cosmetic appearance
  • Ensure good working condition of deck and cargo machinery. Closely liaise with Technical Supt to rectify defects.
  • Monitor adherence to company standards and charterer requirements.
  • Assist in controlling and monitoring costs relevant to the marine department.
  • Maintain and upkeep various marine related manuals, drawings, and catalogues from makers and yards.
  • Attend shipyard and classification societies during docking to ensure marine and HSSE matters.
  • Verify documentation and certifications of new buildings/deliveries.
  • Lead the accident/incident investigation related to marine matters such as injury, accidents, cargo troubles etc if required.
  • Responsible for junior officer and rating crew interviews, selection, appraisal, and promotion.
  • Participate in interviews and makes recommendations regarding new‑hires and promotions.
  • Monitor vessel performance and ensure follow up action.
  • Management of vessel budgets and operating expenditure related to marine matters.
  • Prepare OPEX proposals for vessel’s marine related budget.
  • Support TSI during dry‑dockings and major scheduled and unscheduled repairs.
  • Create a partnership with the other departments (Technical, HSQE, crewing etc.) assigned to the same vessels.
Requirements:
  • Minimum 6 months experience as Master/Chief Officer or experience of more than 3 years as deck officer on LPG/Oil Tanker OR 2 years as Marine Superintendent of an LPG/Oil tanker vessel.
  • Valid deck COC holder.
  • Knowledge of ISM, MLC 2006, STCW 95, SOLAS 74, MARPOL, PMS, SIRE 2.0
  • Knowledge of cargo containment system, cargo handling equipment and systems on board assigned vessels.
  • Good knowledge about LPG/ Oil Cargo management and cargo operations
  • Good knowledge about liquified cargo and related marine machineries.
  • Good knowledge about industry BWMS, CII and EEXI requirements
  • A desire to drive continuous improvement in self and with others.
  • Analytical, problem solving, time management, project management and decision‑making skills.
  • Ability to respond positively to Company management in an effective manner.
