What the role is:
The Partnerships Division within HTX is responsible for establishing and shaping strategic relations and collaborations with local/global science and technology (S&T) partners across government bodies and in the industry, innovation and academia spheres, to enhance public safety and security in Singapore. Specifically, we seek to build partnerships to (i) gain access to deep and critical technologies to build Home Team capabilities; and (ii) co-develop cutting-edge solutions in the engineering, digital and science domains to address Home Team challenges.
What you will be working on:
- Execute Partnerships’ strategies and plans and support the implementation of Partnerships division’s strategic plans and ensure alignment with HTX’s capability development, capability sustainment, and capability planning pillars.
- Translate strategic directions into actionable workplans, engagement activities and frameworks.
- Coordinate efforts across various HTX divisions to ensure consistent work processes towards identifying and engaging local and international partners to achieve successful R&T outcomes for HTX.
- Maintain strong technology foresight through horizon scanning and tech watch of emerging trends to identify opportunities across a broad spectrum of scientific and technological areas that can be applied in the Home Team.
- Drive innovation collaboration with TechX Ventures (TXV)/Hatch, support the Head (Partnerships Strategy Management) in overseeing and formulating plans to drive projects with TechX Ventures (TXV)/Hatch.
- Work with other divisions such as COEs, PMCs, Enterprise Group, Cap Sustainment, as well as HTDs to determine, scope and procure TXV’s services for projects.
- Manage the pipeline of innovation projects and ensure that the proposals are well-prepared; track delivery of projects’ milestones and ensure deliverables are in line with the contractual agreements.
- Assist to manage the primary Master Agreement with TXV and subsequent Implementing Agreements (IAs), contract variations for delivery of services through TXV, together with PSG Framework Governance & Development team.
- Ensure TXV’s platforms are leveraged for thought leadership, spearheading of greenfield exploration trips, high-level discussions and brokering of new collaborations across the Country Engagement Group (CEG) teams.
What we are looking for:
- Minimum Bachelor’s Degree in Engineering, Sciences, Economics, Business, or International Relations is preferred.
- At least 3 to 5 years of relevant project management experience.
- Relevant working experience in strategic planning, community and partnership building, events, business development, and account management in technology innovation.
- Relevant experience with the public sector is an advantage.
- Good interpersonal skills and organisational skills to handle multiple projects simultaneously, effectively, and efficiently.
- Strong strategic mindset and strong analytical thinking.
- Effective collaboration ability, able to negotiate good outcomes, establish strong and healthy work relationships with a diverse range of internal and external stakeholders.
- Problem-solver always seeking to find effective and creative solutions.
- Adaptable to changes and able to embrace ambiguity.
- Display willingness and flexibility to revise perceptions and improve ideas based on new information or contrary evidence.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
