Overview
You will be part of a dynamic team:
- Championing human capital (HC) initiatives through enterprise programmes to enable workforce transformation
- Analysing HC insights and developing enterprise-relevant case studies to demonstrate business outcomes
This includes working with appointed partners to administer grants and manage programmes (i.e., HC initiatives promulgated by key partners such as the Institute of Human Resource Professionals), and involves:
- Analysing HC interventions (i.e., driving skills-based hiring practices within enterprises) and providing evidence-based recommendations to enhance jobs and workforce capabilities
- Implementing effective HC interventions in line with EDG’s strategies, to drive workforce development outcomes, including enhanced labour productivity, talent attraction and development
- Collaborating with internal and external stakeholders, and managing key partners, to achieve strategies and programme outcomes. This includes working closely with the Ministry of Manpower (MOM) to uplift enterprises through HR as an enabler
Required Skills and Competencies
- Programme Review and Analysis: Conduct enterprise-relevant reviews, engage with stakeholders to gather inputs, assess current HC gaps and provide recommendations.
- Stakeholder Collaboration: Work closely with internal stakeholders (e.g. WSG’s industry divisions) and external stakeholders (e.g. MOM, Programme Partners) to co-develop and implement enterprise-facing solutions.
- Strong Analytical and Good Problem-Solving: Develop a good understanding of HC and its impact on business success. Identify possible gaps and opportunities, and shape robust HC interventions to help enterprises achieve workforce transformation.
Programme Engagement and Management
- Work closely with our partners and augment their efforts to co-create strategies and seize opportunities to promulgate HC capabilities and resources
- Work with appointed partners on the administration of grants. This includes the regular tracking of programme outcomes, conducting programme reviews, and guiding them on policy compliance and grant governance matters
Strong writing and communication skills: To be able to actively participate in discussions with stakeholders and translate perspectives into sound recommendations (in both writing and presentations) for management’s consideration
Knowledge:
- Prior work experience in the public sector would be an advantage
- Awareness of government efforts relating to manpower, workforce or human capital interventions would be advantageous
Other desirable knowledge that candidates can cite (and would be advantageous) include:
- Behavioural Insights: Understanding design principles to nudge behaviour change to improve programme adoption
- Design Thinking: Applying the design thinking process to solve complex workforce problems and its application to job redesign
- Root Cause Analysis: Applying techniques like 5 Whys, Fishbone Diagram etc to analyse workforce challenges
- Change Management: Understanding of change management frameworks to help identify and overcome challenges in organisations
