What the role is

You will be part of a team of policy officers that formulate and review Singapore’s manpower strategy, with the key goal of ensuring good employment outcomes for Singaporeans.Appointment will take into consideration applicant’s relevant competencies and experiences. Appointment at higher substantive grades may include people management responsibilities.

What you will be working on
  • Analyse, develop and coordinate workforce strategies and policies to help companies create good local jobs and prepare Singapore's workforce to master new skills and take on future roles
  • Review labour market interventions to help local workers find good jobs and improve their career prospects, whilst developing Singapore's career and employment services ecosystem to facilitate an efficient labour market
  • Focus on workforce strategies and policies related to the labour market and employment outcomes of Singaporeans, supported by rigorous analysis of both quantitative and qualitative information, and within the context of broader Whole-of-Government strategic issues
  • Craft well thought-through policy narratives and arguments, balancing policy objectives with practical constraints and realities on the ground, as well as situating and framing issues within broader objectives at the Ministry- and national-level
  • Explain policy priorities and imperatives succinctly to senior management to enhance their understanding of key issues
  • Work comfortably with data, demonstrate good understanding of statistical methodologies and limitations, and present salient findings effectively
What we are looking for
  • Ability to balance policy objectives with practical constraints surfaced through feedback from businesses and workers, as well as situating issues within broader objectives at the Whole-of-Government, Ministry- and national-levels
  • Conduct rigorous quantitative and qualitative analysis
  • Collaborate with stakeholders e.g. tripartite partners, employers and other agencies, to incorporate business insights and drive research on emerging workforce trends. The findings would be used to guide policy moves on manpower development
  • Strong policy acumen and good analytical skills
  • Good interpersonal, communication skills, with the confidence to meaningfully engage diverse stakeholders and senior management
  • Highly motivated, proactive and able to work effectively in a fast-paced environment
  • Ability to work well in a team, with the willingness to take initiative
  • Familiarity with data analysis and visualisation will be an advantage
