A leading community service organization in Singapore is seeking a Manager for the Senior Care Division to oversee the setup of new Senior Care Centres and Active Ageing Centres. This role involves strategic planning, project management, and ensuring compliance with regulatory requirements. The ideal candidate will have 5–7 years of relevant experience, a Bachelor’s degree in a related field, and exceptional stakeholder management skills. The Manager, Centre Development & Pre-Operations will lead and oversee the end-to-end setup of new Senior Care Centres (SCCs) and Active Ageing Centres (AACs) for PCF Sparkle Care. This role is responsible for planning, coordinating, and executing pre-operations works, ensuring that all facilities are built to specification, compliant with regulatory requirements, and ready for operational handover.
The incumbent will act as the central liaison with both internal departments (e.g. Facilities Management, IT, Finance, and care programme teams) and external stakeholders (e.g. regulatory authorities, landlords, contractors, and community partners), while managing timelines, budgets, and quality standards.
1. Strategic Planning & Project Management
Lead the planning and execution of new SCCs and AACs, ensuring alignment with organisational objectives and regulatory requirements.
Review and provide input on site plans, layouts, and architectural drawings to ensure functionality, compliance, and suitability for care operations.
Develop project plans, Gantt charts, and risk assessments to monitor progress and anticipate challenges.
Ensure projects are delivered on time, within budget, and to quality standards.
Serve as the primary liaison between PCF Sparkle Care and internal departments as well as external stakeholders, including regulatory authorities, landlords, contractors, and care partners.
Represent PCF Sparkle Care at meetings, tenders, and site inspections, ensuring the organisation’s interests are well represented.
Build strong collaborative relationships to facilitate timely approvals and smooth project execution.
Source, evaluate, and recommend appropriate furniture, fittings, and IT equipment to support centre operations and client experience.
Ensure that facilities are designed to be senior-friendly, accessible, and conducive for care programmes and activities.
Oversee installation, fit-out, and testing of all physical and technological infrastructure prior to handover.
Ensure all licensing requirements are met for each new centre, including compliance with MOH guidelines.
Prepare centres for pre-opening audits by regulatory authorities, working with relevant departments to ensure readiness.
Implement corrective actions from audit feedback to achieve timely approvals.
Provide guidance and oversight to executives and officers supporting the setup process.
Foster strong cross-functional collaboration with Day Care, Rehabilitation, and Active Ageing teams to ensure operational needs are addressed.
Share expertise and best practices in facility setup, contributing to organisational capability-building.
Bachelor’s degree in Project Management, Facilities Management, Engineering, Architecture, or related field.
At least 5–7 years’ experience in facilities development, pre-operations, or project management within healthcare, eldercare, or community services.
Proven track record in managing end-to-end development of new premises from design through to operational readiness.
Strong knowledge of building codes, compliance requirements, and senior-friendly design.
Excellent stakeholder management skills, with experience engaging regulatory authorities, landlords, contractors, and external partners.
Strong project management skills with ability to manage multiple concurrent projects.
Effective communicator with strong negotiation and interpersonal skills.
Meticulous, resourceful, and proactive problem solver.
