Accountability

Responsible to: Asst Director, Residential Services under the direction of the Executive Director.

Key Responsibilities

As key personnel of the team, you are expected to lead, develop and maintain capabilities to provide high quality of care to meet the diverse needs of children entering the programme. You are also to lead the daily operations of the unit and to ensure that the safety and welfare of the clients are taken care of. You need to support the Asst Director in the coaching and supervision of professional staff, offer guidance to ensure smooth work delivery in the centre and observe the Standards of Care while upholding the ethics and ethos of the social work and youth work practice.

Main Duties and Responsibilities
  1. Operation Management / Staff Supervision
    • Oversight 24/7 operations of the units at Gracehaven and Haven; ensuring the safety and welfare of both staff and clients and to lead and support the unit staff involved in the management of the clients.
    • Provide supervision to interns on placements, programme executives and all block staff which include all Assistant Managers or any other staffs in consultation with the Asst Director.
    • Set and review targets and objectives of the unit programme on a regular basis.
    • Develop and review Standard Operating Procedures (SOPs) in compliance with the Ministry (MSF) and Licensing guidelines.
    • Ensure that all staffs are well trained and abide by the Home's philosophy, mission, objectives and operating principles in carrying out their duties.
    • Ensure that staff resources are adequate and oversight staff roster to promote quality service standards and workflow efficiency.
    • To ensure residential programme is functioning optimally and that licensing requirements are achieved.
  2. Programme Development and Management
    • Ensure structured programs are engaging and therapeutic in intervening with children and young persons, with the aim to meet the physical, social, emotional and educational needs of the clients.
    • Monitor and maintain meaningful daily programmes to ensure the clients are kept sufficiently and constructively engaged.
    • Evaluate the outcome of projects and the programme against its respective objectives.
  3. Community Resources and Networking
    • Establish close working partnerships both internally (within your Unit and with the rest of the programmes hosted within the residential services – both at the team and volunteer level) and with other partnering agencies and institutions to maximise our community resources and support systems.
  4. Service Development
    • Advocate and represent the rights, needs and welfare of residents through various official platforms, to address service gaps, concerns or issues that will promote and enhance the service delivery for our residents and their families.
    • Provide regular updates to Management Committee and MSF on the progress of the clients as well as operational issues where relevant.
  5. Professional Development
    • Promote professional development through identifying learning needs, transfer of skills and knowledge and offer training where appropriate.
  6. Administration
    • Manage staff‑to‑staff and staff‑to‑client relationships and mediate any issues that may arise.
    • Plan and manage the budget of the Programme and follow proper accounting principles and policies.
    • Support in‑staff induction / orientation / appraisal / training when required.
    • Coordinate, construct and compile all necessary reports for submission and presentation in various boards, both internal and external.
    • Undertake any other duties as and when required and in consistent with the position.
Qualifications

A degree in social work, psychology or counselling or other relevant disciplines.

At least 5 years of work experience with 2 years in supervision of others in an operational environment.

Good leadership and management skills.

Excellent collaborator and team player.

Other Information
Duty Hours

Please be informed that the total work hours is 44 hours per week. Under normal circumstances the hours of duty will be as follows:

9.00 am to 6.00 pm – Monday to Friday (inclusive 1 hour break). It will be at the discretion of your Centre/Department in charge or his/her assigned representatives to determine whether you will be required to work any of the unutilised hours according to the operational needs of the Home and within the legitimacy of the employment laws where applicable.

The program is a 24/7 community care service, hence flexibility in work arrangement is expected.
