Job description
Strategic Planning & Execution
  • Develop and implement comprehensive Project Delivery Plans aligned with overall construction strategy and business objectives.
  • Define execution methodologies, resource allocation, and sequencing for parallel work streams.
  • Ensure alignment of construction activities with master schedules, milestones, and budget targets.
Construction Management
  • Oversee day-to-day execution of MEP and CSA scopes for greenfield FAB projects.
  • Coordinate contractors, consultants, and internal teams to ensure timely delivery.
  • Drive constructability reviews and resolve technical issues promptly to avoid delays.
Interface & Stakeholder Coordination
  • Act as the primary interface for CSA and MEP execution, ensuring smooth coordination between multiple disciplines.
  • Integrate inputs from discipline managers (Mechanical, Electrical, Controls, Chemical, Gas, UPW) into consolidated execution plans.
  • Facilitate regular progress meetings and provide transparent reporting to senior leadership.
Quality Assurance & Compliance
  • Ensure all installations comply with IFC drawings, specifications, and QA/QC standards.
  • Participate in inspections, punch list management, and system handover processes.
  • Maintain documentation for audits and regulatory compliance.
Quality of Work
  • Directly manage QA/QC Engineer to ensure quality standards are met across all construction activities.
  • Implement robust QA/QC frameworks and oversee punch list management.
  • Drive continuous improvement initiatives for quality performance.
Safety & Risk Management
  • Maintain and update project risk registers and implement mitigation measures proactively.
  • Collaborate with EHS teams to enforce safety protocols and participate in EHS workshops.
  • Promote a culture of safety and continuous improvement across all construction activities.
Future Expansion & Upgrades
  • Plan and manage future expansion projects and facility upgrades to support capacity growth.
  • Develop phased execution strategies for integration with operational facilities.
  • Ensure compliance with regulatory requirements and internal standards during expansion works.
Leadership & Team Development
  • Provide guidance and mentorship to direct reports (MEP Program Manager, CSA Interface Coordinator, QA/QC Engineer).
  • Foster collaboration with discipline managers and cross-functional teams.
  • Support talent development and succession planning within the construction organization.
Qualifications
Basic:
  • Bachelor's degree in Civil, Mechanical, Electrical, or Architectural Engineering, or Construction Management.
  • Minimum 10 years as a Project Manager or Construction Manager in Singapore, preferably in semiconductor, Data centre or high‑tech industrial projects.
  • Strong leadership and coordination skills.
  • Proficiency in scheduling tools (Primavera, MS Project) and BIM platforms (Navisworks, BIM 360, ACC).
  • Excellent communication, negotiation, and problem‑solving abilities.
  • Ability to manage multiple priorities under tight deadlines.
  • Willingness for minimal travel for project coordination and site visits, as required.
Preferred:
  • Master's degree in Construction Management or equivalent.
  • Experience in managing greenfield projects and expansion works in operational environments.
  • Familiarity with phased execution strategies and advanced risk management practices.
