Job summary

Job description
What the role is:

Strengthen governance and achieve value‑for‑money in procurement; and provide effective and efficient administration services in support of People’s Association’s objectives.

What you will be working on:
  • Provide guidance to PA staff as an expert on procurement to ensure the applied methodologies would optimize the benefits of value‑for‑money for PA and GROs.
  • Assist in the review of PA procurement policies supported by data‑driven analysis of procurement data to assess effectiveness of procurement governance.
  • Administer, review and enlarge commonly used goods and services for demand aggregation to meet business needs and enhance overall procurement performance.
  • Review procurement documents and ensure implementation of procurement templates and guidelines by PA staff to ensure compliance with existing requirements.
  • Engage stakeholders independently to provide advice on appropriate methods at pre‑publication stage, and explore alternatives when situation is ambiguous or complex.
  • Oversee coordination of procurement trainings of PA staff to ensure they have up‑to‑date and clear understanding of procurement processes to perform their respective roles effectively.
  • Analyze gaps in procurement evaluation and identify developmental needs of PA staff to strengthen their procurement competency sustainably through e‑learning.
  • Oversee management of WOG & PA procurement systems, guide and monitor Divisions on the proper use of systems for their procurement operations.
  • Design, build and enhance systems by leveraging on technology to digitalise and automate processes with more streamlined workflows to make procurement more efficient.
Other ad‑hoc duties not covered under main responsibilities and duties:
  • Represent A&P in Working Committees as required.
  • Serves as PA procurement system Lead/Administrator.
  • Any other duties assigned under Administration and Procurement Division.
What we are looking for:
Experience

Minimum – At least three years of relevant working experience in procurement related roles such as procurement requestor, partner or analyst, etc.

Desired – At least three years of procurement experience with good understanding on the Instruction Manual on Procurement and/or Grassroots Rules and Regulations.

Others

Possess good analytical, communication and writing skills, and able to work independently.
