Manager, Office of Data Management and Analytics

*** This is a full-time position offered on a 1-year employment contract, with the possibility of renewal/extension based on performance and organisational needs.

We are seeking a technically skilled Manager to lead advanced data analytics initiatives within ODMA. This role focuses on transforming healthcare data into actionable insights through sophisticated analytics whilst supporting system re-platforming initiatives, ensuring robust data quality and accessibility, and driving evidence-based decision-making across Khoo Teck Puat Hospital (KTPH) and Yishun Community Hospital (YCH).

MAJOR DUTIES AND RESPONSIBILITIES
  1. Strategic Analytics and Insights Generation
    • Lead development of advanced analytics models for clinical and operational insights
    • Design and implement predictive analytics solutions for patient outcomes and resource optimisation
    • Develop comprehensive dashboards and reporting solutions using Tableau and other visualisation tools
    • Conduct statistical analysis and data mining to identify trends and patterns in healthcare data
    • Support Value Based Care initiatives through data-driven performance metrics
  2. Data Analytics and Quality Assurance
    • Collaborate with analysts on advanced analytical techniques and methodologies
    • Establish analytics standards and best practices across ODMA
    • Support system re-platforming initiatives to ensure continued data accessibility and analytical capabilities
    • Monitor and enhance data quality from an analytics perspective
    • Contribute to Analytics Community of Practice (ACOP) technical initiatives
  3. Stakeholder Engagement and Consultation
    • Collaborate with clinical teams to translate business requirements into analytical solutions
    • Provide analytical consultation to departments across KTPH and YCH
    • Present complex analytical findings to clinical and executive stakeholders
    • Support evidence-based decision-making through data-driven recommendations
    • Engage with external partners and vendors on analytics-related initiatives
  4. Analytics Operations and Development
    • Ensure accuracy and reliability of analytical outputs and reporting
    • Maintain analytical documentation and methodology standards
    • Monitor and improve analytical processes and workflows
    • Develop analytical capabilities and foster continuous learning in analytics
    • Contribute to institutional analytics strategy and roadmap development
  5. Additional Responsibilities
    1. Assist D/ODMA to ensure department sustainability to meet the needs of KTPH and YCH through:
      • Conduct learning development and performance management for executives and relevant junior staff of ODMA.
      • Coaching and continuous development of any executive and other junior staff in Data Management and Analytics.
      • Embrace and foster continuous improvement as our way of life by improving and refining work performance and encouraging staff efforts to improve processes in achieving clinical quality and operational excellence on a daily basis.
    2. Responsible for assessing and identifying any potential risk that may hinder the reputation, safety and financial well‐being of KTPH and YCH.
    3. Carry out any other work deemed relevant by the Director, ODMA and be accountable for the results and deliverables.
JOB REQUIREMENTS
(A) EDUCATION, TRAINING AND EXPERIENCE
  1. Essential Technical Skills
    • Advanced statistical analysis and predictive modelling experience
    • Proficiency in Python/R for data science and machine learning applications
    • Advanced Tableau expertise and other data visualisation tools for complex dashboard development and analytics
    • Strong SQL skills for data extraction and analysis
    • Cloud data platforms knowledge (AWS/Azure, Databricks)
    • Understanding of data processing workflows, database concepts and API integration
    • Experience with healthcare analytics and clinical outcome metrics
  2. Preferred Qualifications
    • Bachelor’s degree in Business Analytics, Statistics, Data Science, Health Informatics, Computer Science or related analytical field
    • 3–5 years’ experience in healthcare analytics, business intelligence or data science
    • Healthcare industry experience with clinical and operational analytics
    • Relevant certifications (Tableau, Cloud platforms, Statistical software) preferred
    • Strong analytical and problem‑solving skills with attention to detail
    • Excellent project management and cross‑functional collaboration abilities
    • Strong communication skills for technical and non‑technical stakeholders
    • Understanding of healthcare operations and regulatory requirements
    • Leadership skills for managing complex data initiatives
