Job description

As Manager for HPC Resource Management (PDB), you will be a part of a high performing, dynamic and important team of people that work cross‑functionally across strategy development and industryengagement. The team’s mission is to position NSCC Singapore as a National Research Infrastructure (NRI) that support key national R&D programmes and research projects to achieve significant economic outcomes and scientific imperatives for Singapore. The role requires our team members to be self‑driven, energetic, positive, and willing to learn.

Job scope
  • HPC Resource allocation, planning and implementation.
  • Engage committee representatives and research community (Funding agencies, IAs, ROs, and research performers) to ensure that HPC compute requirements become an integral part of grant submission requirements for projects that require HPC.
  • Plan and administer Call for Projects (including scheduling committee meetings, project calls, clinics, briefings, managing applicants, allocation, onboarding and tracking)
  • Ensure that NSCC HPC resources are optimally allocated to support key national projects in accordance with the resource allocation policy.
  • Engage internal teams (Frontier, TechOps) and external stakeholders (IAs, ROs, research performers, etc) for project prioritisation and resource allocation.
  • Update and track research performers’ utilisation in a timely and organised manner by establishing a systematic reporting and billing process and working closely with internal teams e.g. TechOps and Finance.
  • Analyse research performers’ utilisation performance and work with the Frontier team to diagnose training needs and support where needed.
  • Provide oversight of HPC resource allocation administrative processes to ensure adherence.
  • Collate figures and statistics, perform simple analysis and produce summary reports for management review and committee meetings.
  • Administer the project management portal that provides an overview of project application status, resource allocation, utilisation and scenario simulation for management review.
  • Review completed project deliverables and identify use cases where HPC demonstrated great impact.
  • Other administrative duties include, but are not limited to, planning agendas and taking minutes, scheduling of meetings, and monitoring strategic projects.
  • Be self‑motivated, with a high capacity to continuously learn and update competencies, especially in national research initiatives and programmes, HPC, and emerging computing trends such as AI and quantum computing.
  • Any other tasks as assigned when needed.
Qualification & Field of Study
  • Bachelor degree in Business Analytics/ Business Administration or equivalent
Min. Years of Experience
  • Minimum 5 years of experience in business analytics and/or administration and/or project management experience, with a background or interest in IT and/or grant call administration.
Other Requirements
  • Strong organisational, planning, and prioritisation skills.
  • Strong analytical skills with the ability to analyse complex issues and convey concise, clear accounts of information.
  • Ability to work independently with minimum supervision
  • Self‑motivated and willing to learn, adapt, change, and grow as a professional.
  • Experience in the administration of research grant calls, government agencies engagements, and the high‑tech sector will be an advantage.
