MANAGER (ENGINEERING COMPONENTS & SERVICES PROCUREMENT)

As part of the PSA Singapore Procurement team, you will be responsible for the strategic sourcing and procurement of engineering related components and services.

Key Responsibilities
  • Collaborate with user departments to define tender strategies that meet PSA’s requirements for cost effectiveness and quality.
  • Prepare robust tender documents with clear and detailed specifications
  • Draft and finalize contracts that clearly articulate deliverables, contractors' responsibilities and liabilities and safeguard PSA’s interests
  • Conduct comprehensive evaluation of proposals and lead negotiations to secure commercially and contractually sound agreements.
  • Complete tenders on time and perform post-contract management with internal stakeholders, ensuring suppliers meet their contractual obligations
  • Identify and manage risks that may arise during the contract tenure
  • Cultivate effective working relationships with internal stakeholders and external vendors to drive procurement excellence and stakeholder satisfaction.
  • Contribute to the enhancement of procurement processes to support continuous improvement and operational efficiency.
Requirements
  • Bachelor’s degree with at least 5 years’ of experience in sourcing and procurement
  • Proficient understanding of strategic sourcing, tendering process, contract management, contract negotiation and contract governance
  • Strong analytical skills and able to work in a dynamic, fast-paced environment
  • Excellent communication skills, effective influencing skills and skilled in contract negotiations
  • Able to establish good working relationships with internal and external stakeholders so as to meet PSA’s business needs
  • Resourceful, driven and able to drive innovation, champion change and work collaboratively to achieve results
  • Familiarity with e-procurement tools (e.g. SAP Ariba, Coupa, Oracle, Zycus) is an advantage
  • CIPS or CPSM certification or progress towards it will be viewed favourably
