Job summary

PACIFICLIGHT POWER PTE. LTD. on Jurong Island seeks an experienced cybersecurity leader to ensure compliance with regulatory requirements and to oversee ISMS for Plant Operational Technology (OT).

You will drive policy design, risk management, and incident response across OT environments including DCS/SCADA and related infrastructure. The role requires 8–10 years in cybersecurity with a minimum of 3 years in supervisory positions, and professional certifications are viewed favourably.

Qualifications

• Degree in Cybersecurity, IT, CS or Engineering; PE Board recognition preferred.
• 8–10 years in cybersecurity with at least 3 years in supervisory roles in OT/ICS or related environment.
• Professional cybersecurity certifications are advantageous.

Responsibilities

• Ensure compliance with Singapore cybersecurity regulations and standards (Cybersecurity Act, CSA Codes).
• Lead and coordinate ISMS governance, planning, operation and performance evaluation for Plant OT.
• Coordinate information security risk management for Plant OT and oversee vulnerability management.
• Plan and build cyber defense and design/implement cyber policies and SOPs.
• Oversee cybersecurity requirements for vendors, contractors and remote access; support audits and budgeting.

Job description

Responsibilities:

• To ensure compliance of all regulatory requirements related to cybersecurity
• Supervision and coordination of the Information Security Management System, planning, operation and performance evaluation functions of Plant Operational Technology in accordance to ISO/IEC 27001 Information Security Management System and the Cybersecurity Act.
• Responsible for coordinating activities related to information security management, Coordinating the information security risk management process of Plant Operational Technology.
• To be part of team to plan and build cyber defense.
• To Design and Implement Cyber Policies and SOP’s
• Lead cybersecurity governance for Plant Operational Technology systems including DCS, PLC, SCADA, historian, engineering workstations, OT network and related cybersecurity infrastructure.
• Establish and oversee vulnerability management, patch management, risk assessment and mitigation tracking for OT and cybersecurity systems.
• Manage cybersecurity requirements for vendors, contractors and remote access activities, including access approval, monitoring, segregation and compliance with company cybersecurity requirements.
• Ensure compliance with applicable Singapore cybersecurity regulatory requirements, including the Cybersecurity Act, CSA Codes of Practice, ISO/IEC 27001 and relevant OT cybersecurity standards. Active involvement in ISMS Audits, Cybersecurity Audits, Vulnerability and Risk Assessments
• Support cybersecurity budget planning, project implementation, audit preparation and closure of cybersecurity improvement actions.
• Conduct cybersecurity training, awareness sessions and cyber incident response exercises.

Requirements:

• Degree in Cybersecurity, Information Technology, Computer Science, Engineering, or a related discipline, preferably recognised by the Professional Engineers Board (PEB), Singapore.
• At least 8 to 10 years of relevant experience in the domain of cybersecurity, with 3 years of supervisory experience, industrial control systems, operational technology (OT), or a related engineering environment.
• Professional cybersecurity certifications will be viewed favourably.
