What the role is:

MANAGER/DEPUTY/ASSISTANT MANAGER, AV DATA POLICY, GOVERNANCE & ENGINEERING

What you will be working on:

Data is the backbone of how Singapore regulates and assures the safety of autonomous vehicles. The team plays a dual-role shaping the policy of autonomous vehicles (AV) data: what data AV companies must provide – how it can be shared and used, including for Artificial Intelligence applications; and the management of collected AV data – how data flows between systems and teams, and the standards and APIs that keep it usable and trustworthy.

This role is open at two levels — a core set of responsibilities applies to all hires, with additional ownership and leadership expectations for more senior candidates (see section below). Appointment level, title and specific scope of work will be commensurate with relevant experience, and we welcome both early-career and more experienced candidates. As part of the shortlisting, you may be required to complete further assessment for candidates looking to take on a more technical role with the team.

CAM leads Singapore’s national effort to deploy AVs at scale. Doing this safely depends on getting the right data, in the right form, to the right people — from AV developers into our systems, across CAM’s teams, and to partners and the public. You will you will join a fresh but experienced team that will shape the rules for that data and make sure it flows cleanly, securely and responsibly. This is a unique opportunity for laying the foundations of data in an emerging space that would let you appreciate the challenges in an emerging embodied AI space.

Shape data policy and regulation for AVs

• Develop the data requirements AV companies must meet — what operational and safety data they share with CAM, in what format, at what frequency, and how it may be used.

• Design data-sharing and responsible-use frameworks — balancing regulatory oversight with industry burden and privacy, and aligning with national data and privacy regulation (e.g. the PDPA) and whole-of-government data governance, including for AI uses.

• Set the rules of the road for AV data — how it is classified, retained, protected and shared, and how data ownership and disputes are handled.

• Engage stakeholders — work with AV developers, government agencies and internal teams to align on data standards, agreements and expectations.

Engineer and manage data flows and standards

• Map and manage how data moves within CAM and LTA — from ingestion through storage to use — and remove the friction and gaps in those flows.

• Implement good API and data-exchange practices — define data standards, schemas and contracts so systems and partners can integrate cleanly and consistently.

• Drive data quality and stewardship — cataloguing, lineage and metadata so data is discoverable, trustworthy and well-documented.

• Work with the Systems team on the plumbing — building the data architecture and data pipelines to help make CAM’s data ready for analytics and AI.

Bridge policy and implementation

• Translate policy intent into concrete requirements for industry and for internal engineers can build to — and feed implementation realities back into policy.

• Be the connective tissue between policy, operations, legal and engineering on anything data-related.

If you join as a more senior hire, you will also

• Own CAM’s data governance framework and data strategy end to end.

• Set data standards and act as CAM’s data authority with agencies and AV developers.

• Lead the resolution of complex or sensitive data issues, and mentor others as the function grows.

What we are looking for:

We are looking for someone who:

• Thinks clearly about data and policy — can reason about how data should be governed, shared and protected, and turn that into workable rules.

• Has some technical competency — comfortable enough to be hands‑on with data analytics and engineering — reading and querying it (e.g. SQL), understanding APIs, schemas and data pipelines, and working credibly with engineers. You should be able to bridge policy and implementation.

• Communicates and aligns stakeholders — builds consensus across AV developers, agencies, legal, operations and engineering.

• Takes initiative and cares about the public good — this is new ground, so you will help set the standards rather than inherit them.

Useful, but not essential (though increasingly expected at senior levels)

• Familiarity with data governance frameworks (e.g. IM8), data management practices, or data privacy regulation (e.g. the PDPA).

• Hands‑on experience with SQL, APIs, data modelling, or data cataloguing / lineage tools.

• A background in computer science, information systems, data analytics, engineering, public policy, or a related field.

• Experience bridging policy and technical implementation, or working across IT, legal and business teams.

• Interest in autonomous vehicles, transport, and data as a regulated asset.
