Job summary

The Land Transport Authority (LTA) invites you to join the Private Transport Policy Team, shaping Singapore's vehicle ownership, COE, taxes, road charging and mobility strategies. In this role you will analyse trends, develop policy solutions, engage stakeholders, and prepare briefing materials to support decisions by MOT and the Government.

• Able to work independently, manage multiple workstreams and collaborate effectively with stakeholders.
• Familiarity with data analytics, statistical analysis or quantitative modelling tools (e.g. Excel, Python, R, Stata, Power BI or Tableau) will be an advantage.
• Candidates with more relevant working experience may be considered for senior positions.

Responsibilities

• Develop and review policies relating to vehicle ownership and usage, including the COE system, vehicle taxes, road charging and other measures that support sustainable and efficient use of Singapore's land and transport resources.
• Conduct quantitative and policy analyses to understand travel patterns, vehicle ownership trends and emerging transport challenges, and evaluate policy options.
• Design and assess policy interventions that leverage digital technologies, data and innovative approaches, including nudges, to encourage more sustainable travel choices and optimize road space.
• Monitor developments in transport, technology and mobility services, and assess implications for Singapore's transport policies and long-term mobility goals.
• Develop policy recommendations and implementation strategies supported by rigorous analysis, stakeholder engagement and evidence-based research.
• Prepare policy papers, management submissions and briefing materials for senior management, MOT and the Government.
• Work closely with Government agencies, industry partners, academia and the community to develop, implement and communicate policy initiatives.
• Support or lead strategic studies and cross-functional projects that advance Singapore's long-term transport and mobility goals.

What the role is

You will be part of LTA's Private Transport Policy Team, that develops and reviews policies that shape how Singaporeans own and use vehicles.

The team is responsible for key policy areas relating to vehicle ownership and usage, including the Certificate of Entitlement (COE) system, vehicle taxes, road charging and other transport demand management measures. We also explore how technology, data and innovative policy tools can be leveraged to optimise the use of limited road space, improve mobility outcomes and encourage more sustainable travel choices.

In this role, you will work on complex policy issues at the intersection of transport policy, technology and data. You will analyse trends, develop policy solutions, engage stakeholders and contribute to decisions that support a sustainable, efficient and inclusive private transport system for Singapore.

What you will be working on

Develop and review policies relating to vehicle ownership and usage, including the COE system, vehicle taxes, road charging and other measures that support the sustainable and efficient use of Singapore's limited land and transport resources.
