[What you will be working on]

The Senior Product Manager is responsible for defining and delivering the product vision, strategy, roadmap, and outcomes for OneService@SG (OSSG). The role leads cross-functional product teams comprising business, design, engineering, data, security, and change management specialists to continuously improve municipal service delivery for citizens, agencies, and Town Councils.

The incumbent works closely with Municipal Services Office (MSO), partner agencies, Town Councils, GovTech, and vendors to ensure OSSG delivers measurable business value, aligns with policy and operational objectives, and remains secure, scalable, and user-centric. The role is accountable for product outcomes, prioritisation decisions, and successful delivery of product releases.

We are seeking a highly experienced and strategic Senior Product Manager to lead the development and delivery of innovative digital products and services that directly benefit the citizens and businesses of Singapore. You will be instrumental in shaping the future of public services, ensuring user‑centric design, and driving impactful outcomes for the nation.

Job Responsibilities
  • Define and articulate clear product vision, strategy, and roadmaps aligned with national priorities and citizen needs, collaborating closely with various government agencies and stakeholders.
  • Conduct thorough user research, market analysis, and competitive landscape assessments to identify opportunities and inform product development.
  • Translate complex policy objectives and user requirements into detailed product specifications, user stories, and acceptance criteria.
  • Lead cross-functional teams, including designers, engineers, policy makers, and data analysts, through the entire product lifecycle from ideation to launch and iteration.
  • Champion agile methodologies and best practices, fostering a culture of continuous improvement and rapid experimentation.
  • Monitor and analyze product performance using key metrics, user feedback, and data insights to identify areas for optimization and growth.
  • Manage stakeholder expectations and facilitate effective communication across all levels of government and with external partners.
  • Identify and mitigate risks, ensuring product solutions are secure, compliant with relevant regulations, and scalable.
  • Mentor and guide junior product managers, contributing to the professional development within the team.
Product Strategy & Vision
  • Define and maintain the OSSG product vision, strategy, roadmap, and Objectives & Key Results (OKRs).

  • Align product priorities with MSO's strategic outcomes and municipal service transformation agenda.

  • Translate business needs, operational challenges, and citizen pain points into product opportunities.

  • Balance business value, technical feasibility, cost, risk, and time-to-market considerations.

Product Ownership & Delivery
  • Own the product backlog and prioritisation framework.

  • Lead product discovery, solutioning, experimentation, and validation activities.

  • Drive delivery of new capabilities, enhancements, integrations, and modernization initiatives.

  • Make product trade-offs and decisions across scope, releases, timelines, and resources.

  • Monitor product performance and continuously refine priorities based on data and user feedback.

Stakeholder Management
  • Partner with senior leaders across MSO, MND, agencies, and Town Councils.

  • Build consensus among diverse stakeholders with competing priorities.

  • Facilitate governance discussions and present product recommendations to steering committees and senior management.

  • Manage cross‑agency dependencies and resolve escalated issues and risks.

Business-Tech Alignment
  • Serve as the primary bridge between policy, operations, and technology teams.

  • Ensure engineering, architecture, data, cybersecurity, and business requirements are aligned.

  • Work closely with Design Managers, Engineering Managers, Architects, and Security teams to deliver high‑quality solutions.

  • Drive adoption of agile and product‑centric delivery practices.

User & Service Design
  • Champion citizen‑centric and officer‑centric design practices.

  • Leverage user research, analytics, and operational insights to identify opportunities for improvement.

  • Validate product assumptions through prototypes, pilots, and user testing.

  • Ensure product solutions improve user experience, operational efficiency, and service outcomes.

Product Governance & Risk Management
  • Ensure product delivery complies with security, privacy, and governance requirements.

  • Manage product risks, dependencies, and release readiness.

  • Support budget planning, procurement, vendor management, and contract performance.

  • Provide regular reporting on delivery progress, outcomes, and product health.

Change Management & Adoption
  • Drive agency and Town Council adoption of OSSG capabilities.

  • Partner change management teams to ensure stakeholder readiness.

  • Develop rollout plans, communication strategies, and success measures.

  • Monitor adoption metrics and post‑implementation outcomes.

[What we are looking for]
  • Bachelor's degree in Computer Science, Engineering, Business Administration, or a related field. A Master's degree is a plus.
  • Minimum of 8 years of experience in product management, with at least 3 years in a senior or lead product role, preferably within a government, public sector, or highly regulated environment.
  • Proven track record of successfully launching and managing complex digital products or services with significant user impact.
  • Strong understanding of agile development methodologies (Scrum, Kanban) and product management tools.
  • Exceptional analytical and problem‑solving skills, with the ability to synthesize complex information and make data‑driven decisions.
  • Excellent communication, presentation, and interpersonal skills, capable of influencing and engaging diverse stakeholders at all levels.
  • Demonstrated ability to think strategically, innovate, and adapt to evolving policy landscapes and technological advancements.
  • Experience with user research, usability testing, and design thinking principles.
  • Familiarity with Singapore’s digital government initiatives and public sector operating environment is highly advantageous.
