Job description

Changi Airport Group is on the lookout for a dynamic and innovative professional to take on the role of Lead IT Engineer for the critical airport systems which comprise of Baggage Handling System (BHS), Airfield Lighting Control System (ALCS), and Automated People Mover (APM). As the Lead IT Engineer, you will be responsible for overseeing and managing the key technical infrastructures of these critical airport systems, involving the IT and PLC systems across all 4 terminals. Your primary objective will be to ensure the smooth and efficient operations of the IT and PLC systems while adhering firmly to statutory cybersecurity requirements, and to drive continuous improvement initiatives to enhance system security, operational effectiveness, reliability and availability.

You will lead a team of IT engineers and play a critical role in ensuring the peak performance and security for all 4 terminals’ critical airport systems. In ensuring the uninterrupted operations of critical airport systems, you will contribute significantly to Changi Airport’s operational excellence and play a pivotal role in delivering the outstanding Changi Experience that distinguishes the airport for passengers from around the world.

Key Responsibilities:
1. Team Leadership
  • Provide mentorship, inspiration and motivation to a team of IT engineers to aid in their development as technical professionals.
  • Foster a collaborative and innovative work environment, promoting knowledge sharing and upskilling of individual.
2. Planning & Forecasting
  • Manage and supervise the Operations and Maintenance (O&M) contractors to ensure the IT and PLC systems operates at optimal levels, achieving high availability and adhering to cybersecurity standards.
  • Analyse system data and use analytics tools to identify potential risks and performance issues and develop strategies for improvement.
  • Oversee the end-of-service (EOS) and end-of-life (EOL) of software and hardware, ensuring timely upgrades and replacements.
  • Collaborate with the O&M contractors and stakeholders to define key operational metrics, track system performance and implement improvement works.
3. Improvement & Innovation
  • Define project requirements, procure resources, and manage system innovation and improvement projects, including Site Acceptance Testing.
  • Lead and manage trials and projects aimed at enhancing the IT and PLC systems through the adoption of advanced technologies.
4. Cybersecurity
  • Collaborate with the O&M contractors, cybersecurity consultants and relevant stakeholders to ensure compliance with ISO 27001 and the Cybersecurity Code of Practice (CCOP).
  • Lead annual vulnerability assessments and timely remediations of vulnerabilities.
  • Lead annual cybersecurity audits (ISO27001, ACCoP, CCOP2.0, etc).
  • Conduct review of all cybersecurity policies, procedures, and documentation to ensure currency and compliance.
5. Incident Response
  • Implement the Business Continuity Plan in response to system failures or cybersecurity incidents, ensuring minimal disruption.
  • Diagnose and resolve IT network, software/hardware and PLC issues efficiently, conducting thorough investigations to determine rectification actions and prevent future problems.
  • Lead remediation efforts for complex issues by coordinating with O&M contractors, detailing symptoms and potential causes.
  • Collaborate with stakeholders and regulators for cybersecurity-related issues, performing assessments, investigating and escalating incidents.
Requirements
  • Degree in computer science or equivalent.
  • Minimum 8 years of proven experience in managing Enterprise level IT network, with relevant certifications such as Cisco Certified Network Professional (CCNP), or software programming, with at least 3 years of management experience.
  • Strong knowledge of network protocols (TCP/IP, DNS, DHCP) and computer hardware systems, or software programming languages (e.g. C++, C#, Java and Python).
  • Professional certifications in IT security (e.g. CISSP, CISM) and proficiency in cybersecurity standards, including ISO27001, CCOP and associated compliance frameworks would be advantageous.
  • Ability to lead, motivates, inspires and coach a team.
  • Excellent analytical, strategic thinking and problem-solving skills.
  • Actively seek improvements to elevate system performance and work productivity through automation, technology and streamlining of workflow and processes.
