Job summary

HTX, Singapore's science and technology agency under the Home Affairs Ministry, seeks an ICT Systems professional to support and sustain critical Home Team systems. You will help ensure operational readiness across platforms, addressing cybersecurity findings and government policy compliance.

You will manage ongoing systems, coordinate vendors, refresh hardware/software, and align budgets with project timelines while upholding security and reliability standards.

Qualifications

• Tertiary qualification in Computer Science, Information Technology, Electrical and Electronics Engineering or equivalent.
• Three (3) years or more of relevant work experience, preferably in ICT Operational Systems.
• Knowledge of Cybersecurity, Security by Design or its equivalent is advantageous.

Responsibilities

• Manage and monitor existing systems/projects to ensure operation availability and serviceability.
• Manage vendors to ensure SLA compliance and take corrective actions.
• Refresh hardware and software of existing systems (as projects).
• Identify, evaluate and recommend cost-effective technical solutions meeting requirements.
• Procure identified solutions by preparing budgets and technical specs.
• Plan and manage project progress and budget to ensure timely completion.
• Remediate cybersecurity audit findings and ensure compliance with government policies.
• Implement and maintain ICT security measures as prescribed by government policies.
• Support implementation of ICT security and monitoring tools as required.

Operations (Ops) Systems Sustainment Centre (SC) supports Singapore’s safety and security by supporting the Home Team through: Enabling business-as-usual (BAU) for the Home Team, Ensuring system longevity, enhancing availability and reliability, Rapid response (being everywhere at any time), Creating value through robust governance in maintaining adherence to compliance and standards.

You play an important role in the implementation and maintenance of Systems for one of the Home Team Department (e.g. Singapore Police Force, Singapore Civil Defence Force, Singapore Prison Service, Immigration & Checkpoints Authority, etc.), ensuring their operational readiness at all times.

What You Will Be Working On

• Manage and monitor the existing Systems/projects to ensure their operation availability and serviceability.
• Manage vendors to ensure they meet contractual and Service Level Agreement (SLA) compliance, and to take appropriate corrective actions.
• Refresh the hardware and software of existing Systems (as projects).
• Identify, evaluate and recommend technical solutions that are cost effective and meet requirements, for the above.
• Procure the identified solutions by putting up budget papers and technical specifications.
• Plan and manage the progress and budget of projects and resolve arising issues so as to ensure the timely completion of the projects as scheduled.
• Remediate cybersecurity audit findings of Systems and ensure they are compliance to government policies.
• Manage and implement ICT security measures as prescribed under government policies.
• Implement and maintain ICT security and monitoring tools as required.

What We Are Looking For

• Tertiary qualification in Computer Science, Information Technology, Electrical and Electronics Engineering or its equivalent. Knowledge of Cybersecurity, Security by Design or its equivalent will be an added advantage.
• Three (3) years or more of relevant work experience, preferably in ICT Operational Systems. Experience in Security Information and Event Management, vulnerability assessment and penetration testing and cloud security will be an added advantage.
• Preferably have knowledge of command & control system, video management system, and/or IT application systems.
• Preferably possess crisis leadership, project management and/or system management skills.
• Possess strong analytical and trouble-shooting abilities.
• Ability to multi-task and manage various Systems/projects simultaneously.
• Possess good written, presentation and communication skills.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
