We are seeking a dedicated Learning & Development Specialist to contribute to building the capabilities of the public service sector, particularly in service delivery, compliance, and enforcement. This role is ideal for someone with a passion for developing and managing impactful learning interventions that drive organizational and individual growth in the public sector.

Job Scope
  • Develop and manage learning interventions for the public sector, focusing on service, compliance, and enforcement.
  • Project manage the development of programs, ensuring alignment with stakeholders, business processes, budgets, and timelines.
  • Design and deliver blended and classroom learning interventions, including identifying learning needs, developing curriculum, and organizing training events, including overseas learning trips.
  • Collaborate with subject matter experts to create learning outcomes and develop learning resources (e.g., e-learning, podcasts, role‑play activities).
  • Assess the effectiveness of learning interventions at the individual and organizational levels and provide recommendations for improvement.
  • Support public agencies by managing consultancy projects, including competency framework development and human‑centered service design.
Requirements
  • Relevant experience in Learning & Development (L&D) with a focus on service and compliance enforcement.
  • Strong experience in facilitating and designing learning interventions across multiple modalities (e.g., face‑to‑face, virtual, blended).
  • Excellent project management, organizational, and communication skills.
  • Strong interpersonal skills with the ability to engage diverse stakeholders at all levels.
  • Ability to work collaboratively with internal teams and external partners.
  • Proven ability to manage ambiguity and thrive in a fast‑paced, dynamic environment.
