Responsibilities
- To involve in Procurement, to establish procurement processes and guidelines for the IT Department, including RFP and tendering processes, set up a rate card for standard goods and services as a benchmark within the IT organization, and conduct analyses on procurement patterns using procurement history and contract registry data to leverage vendor consolidation and obtain benefits.
- To involve in Contract Management, to establish and maintain a central contract registry and repository for the IT organization while also supporting vendors onboarding and contract engagement processes, including performing contract classification, risk assessment, and materiality checks, among other tasks.
- To understand the bank's local and Head Office rules, as well as local regulatory requirements regarding vendor engagement and service outsourcing to conduct all necessary due diligence checks; they should collaborate with stakeholders, vendors, IT Project Managers, and Legal & Compliance department to review clauses in new contracts, ensuring acceptability of all legal and commercial terms; in addition, the contract manager should onboard and manage onshore and offshore vendors with multiple sub-contracts and conduct regular reviews and due diligence checks on existing vendors and sub-vendors.
- To involve in Corporate Planning, to understand IT Management's vision and strategies to plan and implement initiatives, propose and develop operational processes for new endeavors, and promote centralization initiatives to optimize resource utilization and process efficiency across teams in the Asia Pacific region.
Qualifications
- Bachelor’s degree in a relevant field from a recognized institution with more than 8 years of related work experience.
- Experience in a Centralized contract management function is a must.
- Professional Certificate in Contract Management, Procurement, and/or Vendor Management is an advantage.
- Experience in handling contract management in Financial Institution is an added advantage.
- Experience in handling contract for offshore center is an advantage.
- Good understanding in contract management process and able to understand general contract terms.
- Understanding of PDPA requirements.
- Good communication and stakeholder management skills.
- Good understanding of MAS’s guideline pertaining to Outsourcing, Technology Risk Management, 3rd Party Risk will have added advantage.
- Able to contribute independently as well as working as a team.
