The IT Manager leads PCS’s digital transformation strategy and ensures the stability, security, and scalability of its IT ecosystem. Beyond managing infrastructure, this role champions innovation, drives digital adoption across service centres, and enables PCS to strengthen its impact in the community.
Duties and Responsibilities
1. Strategic Leadership & Transformation
- Develop and implement PCS’s IT & digital transformation roadmap, aligned with organizational strategy and community service goals.
- Act as the technology advisor to senior management, translating business needs into technology-enabled solutions.
- Champion a culture of innovation, data-driven decision-making, and digital adoption across all staff levels.
2. IT Governance & Risk Management
- Oversee IT governance, policy development, and compliance with PDPA, cybersecurity, and sector standards.
- Proactively manage IT risks, ensuring business continuity, resilience, and data protection.
- Evaluate emerging technologies and recommend adoption where relevant to PCS’s mission.
3. Operations & Service Delivery
- Lead IT infrastructure management across PCS (applications, cloud, servers, networking, and cybersecurity).
- Ensure service reliability for both corporate functions and frontline service centres.
- Manage IT vendors and contracts strategically, focusing on long-term value and scalability.
- Build IT capability by training, mentoring, and upskilling staff in digital tools and systems.
Qualification, Education and Skills:
Technical Competencies
- Bachelor’s degree in Computer Science, IT, or related discipline.
- Minimum 5–7 years of progressive IT experience, with at least 3 years in a leadership/managerial role.
- Strong background in digital transformation, IT governance, cybersecurity, and enterprise systems.
- Experience in multi-site IT management; knowledge of social service/healthcare context a plus.

- Strong change management and stakeholder engagement skills, especially in guiding non-technical teams through transformation.
- Hands‑on, adaptable, and resilient leader able to balance strategy with day‑to‑day IT operations.
