Job description
Responsibilities
  • Drive a team of Incoming Quality Engineering (IQE) Technicians, Engineering Assistants and associated subordinates within the Quality sections to meet Company objectives and goals.
  • Lead IQA team to perform Incoming Quality inspection and buy-offs of all material receipts, process control, discipline and 5S shop floor management.
  • Manage the resources and work arrangements when there is a high influx of materials/parts/components receiving at every open‑gate period.
  • Provide advice to Inspectors for queries of non‑conformance materials/parts/components and processes.
  • Manage, monitor and control daily materials/parts/components aging so they do not exceed control limits.
  • Manage, monitor and handle equipment/tools due for maintenance and calibration within the IQA section.
  • Oversee that the GR&R and monthly ESD checks on workstations/racks/equipment/smocks are performed in a timely manner.
  • Oversee 5S housekeeping program at IQA/SQE.
  • Perform and manage all associated FAI activities and documentation.
  • Generate monthly LAR reports for incoming quality performance and all other IQA key performance indices.
  • Prepare ICP and RI in Inspection Meastro system.
  • Create and manage the CMM, Smartscope, and Image Dimensional Measurement programming activities.
  • Establish, write, review, maintain and update the FMEA associated to IQA/SQE processes and systems.
  • Establish, write, review, maintain and update all associated procedures and work instructions at IQA/SQE.
  • Establish, write, review, maintain and update all associated equipment, environment and utilities qualifications, process and systems validations at IQA/SQE.
  • Liaise and coordinate with relevant Corporate divisions on equipment, environment and utilities qualifications, process and systems validations discussions, activities and documentation at IQA/SQE.
  • Evaluate and review incoming suppliers’ parts and products for compliance with internal and external specifications, supervising the team to perform routine and ad‑hoc inspections and tests of materials, parts, components, WIP and finished goods through manual and automated testing.
  • Establish, write, review, maintain and update all associated procedures, work instructions and records to manage counterfeit supply avoidance measures and controls.
  • Actively participate and support in all 1st, 2nd and 3rd party audits where applicable and necessary.
  • Provide guidance and coaching to new Technician, Engineering Assistant, Engineer and Supervisor in daily routine assignments, tasks, projects and associated activities.
  • Conduct direct reports’ training needs assessment, define individual training plans and drive execution to ensure competency levels and knowledge are met; conduct on‑the‑job training (OJT) for new and existing IQA and FQA personnel requiring retraining, who are assigned or allocated at Receiving and IQA stations.
  • Other roles, responsibilities and duties as assigned in Corporate and Plant management system documents, such as plant‑adopted procedures and work instructions.
  • Maintain discipline and morale of the workforce, providing coaching and counseling if required.
  • Play a key role in enforcing effective communication and social‑interaction across all departments/sections whenever necessary.
  • Support the responses, resolutions and timely closure of supplier SCARs and FARs with SQE.
  • Involve in NCMR reviewing and approving process.
  • Involve in MRB disposition, reviewing and approving process.
  • Ensure compliance and implementation of quality assurance standards and procedures.
  • Maintain high standard of 5S housekeeping and shop floor management within the IQA section.
  • Collect data and conduct various analytical, statistical analysis and data interpretation as part of process improvements and day‑to‑day operational support.
  • Manage all direct reports’ training requirements are met and training records are submitted in a timely manner.
  • Manage and coordinate direct reports’ access to the Company’s Enterprise Systems where applicable and necessary for effective and efficient performance.
  • Collaborate and participate actively in all Business Continuity Management System (BCMS) activities and exercises of the Company.
  • Actively participate and support in managing and driving continuous improvement initiatives and strategies within the department/section through CAPA, change control, Lean Six Sigma (LSS), Kaizen and mini‑company approaches.
  • Other duties as assigned.
Job Requirements
  • Minimum NITEC/Diploma/Degree in Electronics, Mechanical, Manufacturing Engineering or equivalent.
  • Minimum 2 years experience in a manufacturing environment as a Quality Engineering Assistant/Engineer or in a related field; preferred experience in EMS industry.
  • Knowledge of manufacturing processes and ESD control or related field preferred.
  • Knowledge of manufacturing in PCBA environment or related field preferred.
  • Knowledge in applying IPC‑A‑600, IPC‑A‑610 and IPC‑A‑620 standard requirements is required.
  • Knowledge of International Industrial standards is preferred (ISO 9001, ISO 13485, FDA CFR Part 820, FDA CFR Part 11,AL MHLW Ordinance Number 169, MDSAP, ANSI Z1.4).
  • Knowledge of quality tools and problem‑solving skills is preferred.
  • Experience in operating Agile PQM and PLM, Receiving Meastro/Inspection and Oracle is preferred.
  • Proficiency in Microsoft Office, Google Suite and Google Data Studio applications.
  • Knowledge and experience in lean manufacturing and Six‑Sigma management is preferred.
  • Training in FMEA/DOE will be an added advantage.
  • Experience in operating and programming the CMM, Smart scope, and Image Dimensional Measurement machines is required.
  • Experience in managing IQA, validation, calibration and maintenance systems of quality tools, equipment and machineries is preferred.
  • Supervisory skills are preferred.
