Job description

Responsibilities:

• Develop and implement global subcontracting strategy and infrastructure technology development required to support the company’s rapid expansion and delivery needs.
• Responsible for subcontracts negotiations which involve understanding and knowledge of commercials and competitive pricing for packages related to large infrastructure projects.
• Lead and manage bidding and tendering activities for goods and services related to projects.
• Analyze pricing and market trends to identify opportunities and optimum cost savings including reducing risk and managing compliance and governance processes.
• Develop and implement new strategies to deliver ongoing cost reductions and process simplification.
• Working closely with the capital project procurement function (Engineering/Subcontracting/Expediting/Logistics/QHSE) function, ensuring a comprehensive subcontracting procurement program that balances cost control with supplier quality, collaboration, and support
• Ensure all activities within the team comply with ISO requirements, company policies and core values
• Developing strong relationships with internal stakeholders, understanding their needs and consulting with them to build quality subcontracting strategies aligned to business requirements
• Provide leadership to the Subcontracting, Quantity Surveyor and Estimation Team
• Review completeness of tender documentation and clarify with Project's Consultants on discrepancies in tender documentation
• Provide advice on contractual claims
• Conduct cost reduction using different approaches such as value engineering, SCM, NS(Nominated Supplier), utilizing GPA vendors, and more
• Work closely with project team to plan and forecast the requirements of raw material according to contractual specifications
• Other duties as required

Requirements:

• Possesses Bachelor Degree in Engineering or equivalent
• Prior working experience working with SAP system is mandatory
• Possess minimum 10 years in building and complex infrastructure projects such underground road / MRT/ Tunnel with a minimum of 5 years in a managerial position in Construction Industry with successful track record of broad subcontracting experience, quantity surveying and estimating work
• Broadly-based supply chain leadership experience in global, high-growth and complex businesses, preferably infrastructure development or similar industry experience
• Must possess in-depth knowledge on construction materials not limited to Ready-mix Concrete, Access Floor, Woods, Furniture, Gypsum Board, Engineered stone
• Site work experience in construction equipment rental and material procurement will be an added advantage
• 6.0 days work-week and must be committed to work overtime when needs arise
