Job summary
A construction company in Singapore is seeking an experienced HR professional to manage payroll processing and HR administration. The ideal candidate will have a diploma or degree in Human Resources, at least 3 years of HR experience, and familiarity with regulations in Singapore. This role involves managing payroll matters, recruitment, and employee relations. Competitive compensation will be provided based on experience.

Responsibilities
- Manage the full spectrum of the payroll includes accurate and timely processing of payroll, CPF submission, income tax preparation and submission, reservists’ pay and all other claims, reconciliation of the monthly payroll reports, audit matters and all other payroll-related matters.
- Develop succession plans and creation of development opportunities for staff with leadership potential.
- Ensure best practices in recruitment and talent management.
- HR administration such as system input, filing, prepare employment contracts, letters and other documentation.
- Handle all work passes and work permit application/renewal/cancellation including MYE matters, dormitory arrangement, update residential address via MOM OFWAS system, CSOC, Core-trade, levy waiver, medical check-up for new hire and monthly renewal workers.
- Administration of employee insurance, government paid claims, staff benefit claims, employee training and others.
- Attendance checking and overtime processing.
- Conduct and complete market surveys from MOM, IRAS, CPF, WDA and various HR related surveys.
- Perform any ad hoc duties as assigned by the Management whenever required.
Requirements
- Diploma or Degree in Human Resources.
- Minimum 3 years as a HR with payroll processing experience.
- Prefer candidates who has minimum 2 years experience in Construction Sector.
- Able to work independently with minimum supervision.
- Familiar with MOM/IRAS/CPF/TAX/WDA regulations and HR practices.
- Possess good communication and interpersonal skills.
- Proficient in Microsoft Office and InfoTech.
- Willing to work at Gul Circle.
- Prefer candidates who stay in the West Region Singapore.
- Compensation will commensurate with experience.
