A marine fuel management company in Singapore is looking for a Health and Safety Executive to oversee safety documentation and compliance within the Marine and Shipping industry. Candidates should possess a diploma in a relevant field, with at least 2 years of HSE experience. Strong communication skills and proficiency in Microsoft Office are essential. In this position, you will be responsible for instilling safety and environment consciousness into all organizational processes by promoting proper safety in the workplace, consistent with company and legal requirements. Through close coordination with the site teams, the executive supervises safety conditions and through active measures, overseeing the enforcement of health, safety and environment policies. The Executive performs detailed risk analysis, develops contingency measures and trains employees and contractors on methods of avoiding work-related injuries or negative impact on the environment.
Reporting directly to the HSSEQ and Training Manager, you will be performing a range of Health and Safety administrative duties which will include, however, not limited to:
Oversee the management and flow of safety management documentation.
Monitor HSE programmes, maintain records, prepare necessary status reports and tender documents.
Conduct quality checks on documents in line with the company’s document control procedures, ensuring compliance within an ISO-certified environment. Identify and report any compliance issues.
Ensure timely completion of reports and correspondence by functional departments across company entities.
Participate in incident investigations, ensuring reports include root cause analysis and lessons learned, and upload them to the company database.
Assist in the creation and distribution of internal and external Health and Safety Alerts, as well as Incident Management information.
Contribute to the ongoing development of a positive safety culture within the organization.
Participate in internal office and vessel audits to ensure adherence to company policies and procedures.
Support external audits and assist in organizing management reviews.
Track and maintain fleet HSSEQ and Training statistics and the customer satisfaction index.
Prepare HSSEQ and Training reports by collecting, analyzing data and trends, maintain HSEQ statistics, and submit reports as required.
Maintain company’s Safety Management System manuals/files/record/library.
Perform other duties as assigned by the HSSEQ and Training Manager.
Job Requirements
A team player who is self-motivated and able to work independently with minimal supervision.
Possesses at least a Diploma in a HSE discipline or a relevant Marine-related field.
A minimum of 2 years of experience in HSE, particularly within the Marine and Shipping industry.
Demonstrates a strong passion for HSE practices.
Strong interpersonal and presentation skills, with the ability to build relationships with external partners.
Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
Excellent verbal and written communication skills in English.
Has completed occupational health and safety training and has practical experience in HSEQ-related tasks.
Knowledge of ISM and ISPS codes, incident investigation techniques, and risk management is preferred.
Ideally holds qualifications as an internal auditor for ISO 9001, 14001, and 45001 standards.
