Job summary

A leading Oil & Gas company in Singapore is seeking an HSSE Officer to ensure safety adherence at construction sites and vessels. The ideal candidate will have strong HSSE awareness and at least five years of relevant offshore construction experience. Key responsibilities include monitoring safety performance, implementing plans to achieve Zero Incident goals, and serving as the Authorized Person for HSSE on-site.

Qualifications

  • At least five years as a qualified HSE Inspector on International Offshore Construction projects.
  • Possess all necessary HSE qualifications to meet Singapore Regulatory Requirements.
  • Experience on offshore installation vessels is beneficial.

Responsibilities

  • Monitor safety performance of the EPCI construction work.
  • Implement the HSSE & SP Plan at Site to secure Zero Incident Goal.
  • Act as Authorized Person for HSSE at Site.

Overview

Your role

Our major Oil & Gas Downstream Client is looking for an HSSE Officer who will be assigned in Bukom (onshore) and Singapore vessel (offshore) who will interface with EPCI contractor to ensure adherence to the approved HSSE Plan & Procedure (e.g. Permit to Work (PtW), Job Hazard Analysis (JHAs) and Safe Work Procedures (SWP)). You will monitor safety performance of the EPCI construction work and report back safety audit and intervention outcome (e.g. Unsafe Act/Unsafe Condition (UA/UC)).

You will implement the HSSE & SP Plan at Site to secure Zero Incident Goal and proactively supports and embeds Project’s Goal for HSSE at Site, e.g. through Site safety surveillance, Toolbox Talk, etc. You will act as Authorized Person for HSSE at Site. You will support and challenge the Site Management Team to build an authentic leadership culture to deliver Zero incident Goal and Respect for People.

Reporting Relationship
  • Reports to HSSE Lead
Risk Management
  • Proactively engages the EPCI Contractor to manage and mitigate HSSE risks that impact HSSE
  • Acts as Risk Owner for all HSSE risks at Site
  • Responsible for identifying and implementation of risk mitigation measures for HSSE issues at Site
Interface Management
  • Ensures that HSSE efforts with the EPCI Contractor is coordinated such that work interfaces and HSSE issues are closely tracked and expediently closed out to safeguard HSSE, cost and delivery schedule
  • Acts as the Project HSSE Focal point at Site/Vessel
You are what we are looking for if you:
  • Have strong HSSE inclination
  • Have ability to communicate effectively both verbally and in writing
  • Have at least five (5) years as a qualified HSE Inspector on International Offshore Construction projects
  • Possess all necessary HSE qualifications to meet Singapore Regulatory Requirements.
  • On Pipelay, SBM & Trenching Vessels:
  1. Have past experience on offshore installation vessels
  2. Are familiar with diving and ROV
