Job summary

A global MNC in chemical and oil & gas seeks an experienced HSE Officer in Singapore. This role requires performing as a Fire Safety Manager, ensuring compliance with regulations, and developing HSE systems. Qualifications

HSE OFFICER - CHEMICAL PLANT @ JURONG ISLAND

Responsibilities:

Perform as the FSM to ensure fire safety regulation, fire protection system and fire prevention management are complying with SCDF requirement.

Assist in developing, implementing and reviewing HSE management systems and supporting documentation.

Plan, develop, recommend and implement program solutions in response to HSE inspection, audits and investigations to reduce HSE risk and protect company assets.

Conduct and participate in HSE inspection, drills and exercises, WSH committee meetings. Conduct HSE programs and campaigns to increase employee awareness and knowledge. Act as the Secretary in planning activities and meetings for HSE Committee.

Participate in accident and incident investigations and assist in implementing recommendations made.

Audit for compliance against permits, safe work practices, method statements and risk assessments of work activities carried out.

Maintain & upkeep of Plant’s ERT equipment and PPE.

Liaise with local authorities on HSE issues and in planning of inspections, audits, drills and exercises.

Requirements:

Diploma in Engineering or Degree in Engineering / Environmental & Occupational Health & Safety.

Minimum 3 years of experience as WSHO & FSM, preferably in the chemical / petrochemical industry.

SCDF registered Fire Safety Manager (FSM) is a must.

MOM registered WSHO.

Good knowledge with HSE Management System (SS651 & ISO14001) and experienced in internal auditing.

Good knowledge of Safety Case Regime in MHI will be an added advantage.

HSE EXECUTIVE - OIL & GAS TERMINAL @ PENJURU

Act as the terminal’s Registered Workplace Safety & Health Officer (WSHO), Registered Fire Safety Manager (FSM) and Port Facility Security Officer (PFSO) and perform his or her responsibilities as required in these certifications including the supervision of the terminal's security team.

Ensure the terminal operates with minimal impact to the environment and comply with legal environmental protection regulatory requirements.

Support and monitor the terminal’s SHE permits and licenses applications / renewals.

Coordinate the occupational health & industrial hygiene programs in the terminals.

Coordinate risk management, workplace inspections and WSH Committee meetings.

Act as the Terminal’s WSH Committee Secretary.

Monitor and report the terminal’s SHE performance and progress on improvements made.

Support the terminal’s SHE legal and internal training obligations for all employees and contracted workers.

Propose improvement opportunities to the terminal management from the analysis of incidents’ trends.

Support the terminal’s preparedness in emergency response through the organization and monitoring of emergency drills and exercises.

Implement the terminal’s SHE initiatives and Must-Win-Battles (MWBs).

And other SHE duties.

Requirements:

At least 5 years of experience in safety, health & environment management in a similar industry.

Certified Workplace Safety & Health Officer with the Ministry of Manpower.

Certified Fire Safety Manager with the Singapore Civil Defense Force.

Demonstrate exemplary SHE behavior and motivate others to follow.
