Description

Oversee, and adapt policies and programmes to improve the organisation’s Health, Safety & Environmental performance, ensure compliance to local legal regulation & client’s standards & requirement. Participate in setting assignment objectives and strategies; plans own task schedule to meet objectives. Assist in all area of safety for pre-contract planning and incident prevention.

Responsibilities
  • Manage a variety of Health, Safety & Environmental (HSE) activities to ensure that the organisation complies with external regulations and standards as well as Rotary IMS and HSE management system
  • Develops, plans, organizes and manages the HSE Program for projects
  • Monitor and evaluate the organisation’s overall HSE performance to identify recurring problem; research, evaluate and recommend changes to technology, equipment, systems or processes that will improve the organisation’s HSE performance
  • Keep up-to-date with proposed and actual changes in HSE regulations. Ensure the company complies with all relevant local and international HSE laws, standards, and codes, including MOM (Ministry of Manpower), NEA (National Environment Agency), and other regulatory bodies.
  • Ensure that work conditions meet the HSE requirements and programs in place.
  • Plan and coordinate the training and certification of personnel for safety.
  • Coordinates and assures compliance with the Risk Assessment Processes.
  • Prepare and review HSE-related documents for tender submissions, ensuring all safety requirements and compliance elements are clearly addressed.
  • Provides assistance to the site work process with safety planning and incident prevention.
  • Evaluating and reviewing sub-con safety program and procedure on site compliance.
  • Functions as an integral part of the Construction Team. Assist in safety audits and safety evaluation process. Participate in and support internal HSE audits to ensure compliance and continuous improvement of health and safety management systems.
  • Prepare and coordinate documentation for WSH (Workplace Safety and Health) awards and ROSPA (Royal Society for the Prevention of Accidents) awards to recognize and promote excellence in safety performance.
  • Track HSE performance metrics and prepare regular reports for senior management, highlighting trends, issues, and areas for improvement.
  • Planning and conducting weekly/Monthly safety meetings with the committee members. Attend safety/construction meetings and site inspection as required by the company, client and prepare site walkabout schedule with company and client.
  • Know internal and external accident reporting requirements. Prompt and efficiency on handling of incident and accident investigation. Lead and participate in investigations into workplace incidents, accidents, and near-misses. Prepare detailed reports, maintain incident registers, and implement corrective actions to prevent recurrence.
  • Maintaining and completion of project HSE reports and documentation. Collection, compilation, and reporting of HSE statistics for the project. Preparation and submission of project HSE report to location Construction Manager, and or HSE Manager.
  • Establish and maintain emergency response plans and conduct drills to ensure readiness in the event of workplace incidents.
  • Supervise and Mentor HSE Matters. Drive continuous improvement initiatives in HSE practices by keeping abreast of emerging regulations, technologies, and industry trends.
  • Oversee contractors’ compliance with HSE requirements and ensure proper induction and monitoring of third-party service providers.
  • To be proactive in creating a safe working environment for everyone and ensuring that HSE in-house rules are always observed.
  • Monitor and manage environmental performance, including waste management, pollution control, and energy conservation initiatives.
  • To consider HSE aspects when planning and carrying out tasks to eliminate and reduce HSE hazards, aspects and risks.
Requirements
  • GCE “O” level with safety training or additional relevant safety certification (eg. ECO) is preferred
  • Specialist diploma in workplace safety and health or equivalent is preferred.
  • Certification of Oil/ Petrochemical industry safety course for supervisor and occupational first aid is preferred.
  • Registered Workplace Safety and Health Officer with MOM.
  • Registered ECO with NEA is preferred.
  • Preferably with at least 3 - 5 years of field safety experience with relevant safety certification.
