Job summary

Recruit Express Services Pte. Ltd. is seeking an experienced HSE Lead/WSHO to oversee safety and compliance during shutdown and turnaround projects at the Bukom site in Singapore.

Lead risk management, audits, and incident investigations for 200+ personnel; supervise high-risk activities; promote a proactive safety culture and deliver HSEMS improvements. MOM registration and Level C safety diploma are required.

Qualifications

• Must hold MOM-registered WSHO certification and Level C safety diploma.
• Proven leadership in shutdown/turnaround HSE for heavy industry.
• Experience in O&G or petrochemical environments advantageous.

Responsibilities

• Lead and oversee HSE and compliance functions across projects and maintenance activities.
• Drive regulatory compliance and safe work execution.
• Manage HSE for shutdown/turnaround projects with 200+ personnel.
• Oversee high-risk activities including confined space entry, blasting/TSA operations, scaffolding, and SIMOPS.
• Manage CUI programs, insulation removal and hazardous materials handling.
• Lead risk management and assurance programs, safety audits, inspections.
• Investigate incidents and workplace complaints; ensure timely reporting and root cause analysis.
• Drive continual improvement of the HSEMS and safety metrics.
• Promote a strong safety culture through employee engagement.
