HRIS Operations Lead (Operations, PMO, Reporting & Vendor)

Works with: HR functional teams, IT (Singapore & Malaysia), Payroll/Finance, Vendors
About The Role
This is a newly created operational role with one direct report based in Singapore. You will keep our people technology stack reliable and purposeful, and move improvements forward at a steady, practical pace. This role sits with HR Ops teams (not shared services environment) and you are comfortable working in a business‑first user environment.
Pillar 1 – Manage the People Tech Stack (end‑to‑end lifecycle)
- Operate the stack: HCM Suite (System of Record), Payroll (incl. OT), ATS, Recognition, Employee Communication.
- Configuration & environments: Own safe changes in sandbox → prod (roles/permissions, workflows, rules, reference data) with documented checks and regression packs.
- Data management: Run routine data quality checks; fix root causes; maintain a simple data dictionary and naming standards.
- Audit & compliance: Prepare evidence for internal/external audits; ensure PDPA/privacy and RBAC (role‑based access) controls are followed.
- System governance: Keep a monthly release calendar (with payroll/comp freeze windows); maintain a lightweight config log, test scripts, release notes, rollback plan.
- UAT model: HRIS runs unit, system, and primary UAT; HR functional teams perform the final business check & sign‑off.
- Partnering with IT (SG & MY): Coordinate where changes touch integrations, IAM/SSO, or infrastructure‑IT leads the technical build; HRIS prepares HR side (data, config, UAT).
Pillar 2 – Project Management Cadence
- Project charter: Define scope, outcomes, roles & responsibilities, budget, timeline, and risks (RAID).
- Cadence: Maintain simple weekly status and monthly prioritisation with HR; escalate early and avoid scope creep.
- Budget management: Track spend vs. plan (licences, change requests, small enhancement work); flag variances with options.
- R&R clarity: Align who does what (HRIS, HR teams, IT SG/MY, vendor); document decisions and hand‑offs.
Pillar 3 – Reporting
- HR reporting dashboard: Update dashboards in existing platforms (e.g., headcount, movements, attrition, vacancies, OT where relevant) with agreed definitions.
- Statutory & corporate submissions: Work with Functional Pillar Managers to consolidate and submit Singapore statutory reporting timely for all entities in SG; reconcile with Payroll/Finance and keep audit trails.
Pillar 4 – Vendor Partnership & Cost Management
- Operational partnership: Raise/track tickets, review release notes, plan safe feature adoption, verify fixes; maintain SLAs. Partake in vendor renewal discussions and procurement, where relevant.
- Commercial hygiene: Track licence/utilisation, small change orders, and annual renewals; prepare inputs for budgeting.
- Inter‑co charging: Maintain a simple log and basis for inter‑company cost‑charging where applicable; align with Finance for cost recoveries.
Requirements
- At least 9 years in HRIS with hands‑on HCM (e.g., Workday, or similar), including configuration, testing, and releases. Preferably sitting in HR environment.
- Clear understanding and application of PMO basics and has relevant communication and interpersonal skills to support/work with users on project charters.
- Operationally able to handle multiple data sets for statutory reporting independently and timely.
- Has a keen sense on security & compliance: PDPA/privacy practices, RBAC controls, and audit readiness.
- Able to partner vendors on issues and costing models in a practical and fit‑for‑purpose manner, including cadence on inter‑company chargeback concepts.
- Understand how integrations/SSO/infrastructure work conceptually and collaborate with IT in Singapore & Malaysia.
- Able to use clear, user‑friendly language in communication such as release notes and user updates; simple enablement materials; steady follow‑through.
- Hands‑on, organised, people‑first; "all hands‑on deck" when needed; keeps documentation tidy and routines predictable. Embrace / educate adoption of people technology to advance use cases from concept to application.
