Overview

We are seeking an experienced and hands‑on Human Resources Manager to establish and lead the HR function in Singapore. This role will oversee all aspects of HR—including compliance, daily operations, recruitment, and employee engagement—while ensuring alignment with corporate HR standards and full compliance with Singapore employment laws. You will work closely with regional and corporate HR teams to implement consistent practices that support business growth and organizational development.

Key Responsibilities
  • HR Setup and Leadership
    • Lead the establishment of local HR operations to support business expansion
    • Develop and implement HR strategies, policies, and processes that align with corporate standards and comply with Singapore regulations
    • Act as a strategic HR partner to the local management team, providing insights and support to the local management team, driving business objectives
  • HR Operations & Compliance
    • Manage end-to-end HR operations including recruitment, onboarding, performance management, employee relations, compensation & benefits, and training & development
    • Ensure compliance with local employment laws, including MOM regulations, CPF, IRAS, and other statutory requirements
    • Own and oversee payroll administration, employee benefits, insurance, and medical check-ups
    • Lead internal and external HR audits to ensure compliance with regulatory and internal standards
  • Talent Acquisition, Retention & Engagement
    • Work closely with business leaders to understand manpower needs and manage the full recruitment cycle
    • Develop and maintain effective talent attraction and retention strategies, including competitive incentive and recognition programs
    • Support employee engagement initiatives, including corporate surveys and action planning
    • Champion programs that promote employee satisfaction, strengthen company culture, and foster a high-performance work environment
  • Learning & Development
    • Plan, implement, and review training and development initiatives to support employee growth and align with organizational objectives
  • Budget & Team Management
    • Prepare and manage the HR budget
    • Lead and mentor the local HR team
Qualifications & Requirements

Minimum of 10 years of progressive HR management experience, preferably in Semiconductor, Electronics industries

Bachelor’s degree in Human Resources, Business Administration, or a related field

Strong knowledge of Singapore labor laws, CPF, IRAS, and other statutory requirements

Proven experience in both strategic HR planning and hands‑on HR operations

Familiarity with HRIS systems and technology‑driven HR processes

Strong interpersonal and communication skills, with the ability to collaborate across different functions and cultures

Proficiency in Chinese and/or Japanese is a strong plus (to liaise with stakeholders or employees from sister sites)
