Job Summary
The HR Executive supports the full spectrum of human resources functions, including recruitment, onboarding, payroll support, training, employee relations, and HR compliance. In a construction environment, the HR Executive ensures that both office staff and site personnel are fully supported, compliant with labor regulations, and equipped with proper documentation such as work passes, safety certifications, and project deployment requirements.
Key Responsibilities
- Recruitment & Manpower – Support full hiring process, coordinate interviews, manage site manpower deployment, and handle onboarding.
- Work Pass & Compliance – Process work pass applications/renewals, ensure MOM and safety compliance, and maintain worker records.
- HR Operations – Maintain employee files, manage leave/attendance systems, prepare HR letters, and handle insurance matters.
- Payroll Support – Assist in payroll preparation, overtime checks, CPF and government claims, and appraisal/salary review support.
- Training & Development – Arrange mandatory safety and skills training, track expiry dates, and support internal training programs.
- Employee Relations & Welfare – Provide HR support, manage grievances/discipline issues, and organize welfare/engagement activities.
- Reporting & Improvement – Prepare HR reports, support audits, and participate in process enhancement and digitalization.
- Admin Support – Assist in general corporate administrative tasks assigned by the HR & Admin Manager.
Qualifications & Requirements
- Diploma/Degree in Human Resource Management, Business Administration, or related field.
- 5 years of HR experience (construction industry experience is an advantage).
- Knowledge of Singapore Employment Act and MOM regulations (for S Pass / Work Permit management).
- Experience using HRIS/payroll systems.
- Strong communication and interpersonal skills.
- Detail-oriented, organized, and able to handle confidential information.
- Willingness to visit project sites when needed.
