Position Description
We are seeking a versatile and experienced Human Resource and Talent Acquisition Professional to join our dynamic tech organisation in Singapore. This role combines TA and HR Operations responsibilities supporting our fast‑growing technology teams. The ideal candidate will have hand‑on experience managing end‑to‑end recruitment and HR operations in a tech‑driven environment ensuring smooth people processes and attracting top talent to fuel our innovation for the APAC Region.
Role Description
Talent Acquisition
- Manage full‑cycle recruitment for technical and non‑technical roles including sourcing, screening, interviewing and onboarding.
- Collaborate with hiring managers to understand role requirements and develop effective hiring strategies.
- Build and maintain talent pipelines for critical skill sets especially in software development, AI / ML and engineering domains.
- Coordinate interview schedules, assessments, candidate communications and offer negotiations.
- Successfully partner with Global TA head, regional HR and Business leadership team to define and implement Talent Acquisition Strategies.
- Provide subject‑matter expertise in the Public Sector talent market in Singapore and help build sourcing strategies to attract top talent in this space.
HR Operations
- Update and enforce HR policies ensuring alignment with legal requirements and industry best practices.
- Data Management – Maintain human resources information systems (HRIS) by contributing to the day‑to‑day management of employee data (On our HR system) and providing recommendations on data administration.
- Handle employee relations, conflict resolution and disciplinary processes with confidentiality and professionalism.
- Organize employee engagement activities and internal communications to foster a positive workplace culture.
- Collaborate with HR leadership to effectively communicate the benefits and progress of digitization initiatives to stakeholders.
- Effectively manage administrative tasks as and when required. Right from managing VISA applications to organizing events.
- Benefits management processing and reporting in line with local laws in the region and processes defined by the country.
- Ensure compliance to local employment legislation through policies and procedures and adherence to reporting requirements of various government authorities.
- Ensure compliance with HR policies and regulations particularly audits like ISO, SOC2, HIPAA etc.
- Ensure that People Operations processes and work instructions are updated promptly so that they comply with Internal Audit compliance standards and local legal requirements.
- Contribute towards driving the efficiency of the APAC HRSS by constantly updating the team on recent regulatory changes.
Qualifications and Skills
- Bachelors degree in Human Resources, Business Administration or a related field.
- 6 years of solid employee lifecycle HR operations experience across SEA (especially in Singapore, Malaysia, Indonesia) including payroll onboarding and offboarding, administration of performance management, local employment visas management etc.
- 3 years of full life‑cycle recruitment experience preferable in the Public Sector domain or supporting roles in the Public Sector domain.
- Strong knowledge of Singapore employment laws, CPF regulations and HR best practices.
- Experience with HRIS and ATS systems (e.g. Workday, SAP SuccessFactors and UKG preferred).
- Excellent interpersonal and communication skills with the ability to build relationships across teams.
- Proven ability to manage multiple priorities in a fast‑paced evolving environment.
- Strong problem‑solving skills and attention to detail.
