A construction and manufacturing firm based in Singapore is looking for an experienced HR Manager to lead HR functions including recruitment, compliance, and employee development. The ideal candidate should have 8–10 years of HR experience, with strong knowledge of Singapore employment laws, and a proven ability in managing workforce HR operations. This role requires a balanced approach between strategic leadership and day-to-day operations.
Lead full spectrum of HR functions including recruitment, onboarding, performance management, employee engagement, compensation, and training & development.
Ensure compliance with MOM, CPF, IRAS, and other statutory requirements (e.g., work pass applications, renewals, cancellations, tax clearances, IR8A/IR21 submissions).
Manage employee relations, grievance handling, and disciplinary matters in a fair and compliant manner.
Develop and review HR policies, SOPs, and employee handbook in line with industry practices and regulatory updates.
Oversee payroll administration and statutory submissions, ensuring accuracy and timeliness.
Support manpower planning, budgeting, and succession planning for operational sustainability.
Oversee general administration functions including office management, procurement, insurance renewals, and vendor management.
Coordinate audits, inspections, and submissions to relevant authorities.
Drive initiatives to enhance employee engagement, retention, and workplace culture.
Identify training needs, manage L&D budget, and ensure mandatory trainings are completed.
Mentor and guide HR executives/officers to strengthen team capabilities.
Degree in Human Resource Management, Business Administration, or related field.
At least 8–10 years of progressive HR experience, with 3 years in a managerial role, ideally within the construction or manufacturing industry.
Strong knowledge of Singapore employment laws, work pass regulations, and HR compliance requirements.
Proven experience in managing high-volume workforce HR operations (e.g., foreign worker management, payroll, claims, leave administration).
Hands-on, adaptable, and able to balance strategic HR leadership with day-to-day operations.
Proficiency in HRIS, payroll systems, and Microsoft Office applications.
