Job summary

A multinational HR firm in Singapore is seeking an experienced HR Manager to oversee comprehensive HR functions including recruitment, compliance with local employment laws, and management of foreign workers. The ideal candidate should have a degree in Human Resource Management and at least 5 years of relevant experience. Job Requirements
  • Oversee the full range of HR functions, including recruitment, onboarding, performance management, training and development, and offboarding processes.
  • Manage all aspects of foreign worker employment such as work pass applications, renewals, and repatriation.
  • Ensure full compliance with MOM regulations, employment legislation, and union agreements.
  • Maintain effective industrial relations and serve as the primary liaison with the union.
  • Handle employee grievances and disciplinary issues professionally, adhering to company policies and union guidelines.
  • Develop, implement, and review HR policies and procedures to support business and regulatory requirements.
  • Supervise monthly payroll processing to ensure accuracy and timely payment for both local and foreign employees.
  • Manage attendance and timekeeping systems across multiple worksites with different work schedules.
  • Ensure statutory compliance for CPF, SDL, levies, and IRAS submissions.
  • Work closely with site supervisors to verify and report employee work hours and overtime accurately.
  • Oversee dormitory operations, ensuring compliance with health, safety, and regulatory standards.
  • Maintain a safe, clean, and comfortable living environment for foreign workers.
  • Plan and coordinate welfare programs and support initiatives to promote employee morale and well-being.
  • Manage general administrative operations including office management, procurement, and asset control.
  • Maintain organized and accurate documentation and filing systems for HR and administrative records.
  • Support internal and external audits, prepare reports, and ensure ongoing compliance with relevant requirements.
Requirements
  • Bachelor’s degree in Human Resource Management, Business Administration, or equivalent field with at least 5 years of HR experience, preferably in a unionized and foreign worker-intensive environment
  • Strong knowledge of Singapore employment laws, MOM regulations, and union practices
