Position Title: HR & Admin Manager

Reporting To: Regional General Manager

Location: Singapore

About the Role

Representing our client, a well-established retail brand, we are seeking an experienced HR & Admin Manager to oversee the full spectrum of Human Resources and Office Administration functions across Singapore, Malaysia, and Thailand. This role plays a key part in shaping HR strategies, ensuring compliance with local labour laws, and driving an engaging and performance-driven culture across the region.

Key Responsibilities
Human Resources
  • Develop and implement HR strategies, frameworks, and policies that support business objectives, ensure compliance with local employment regulations, and maintain alignment with Group standards.
  • Act as a strategic HR business partner, providing insights and advice on workforce planning, organization design, and employee engagement initiatives.
  • Partner with department heads to assess manpower requirements and formulate effective workforce plans.
  • Lead the end-to-end recruitment process, including job postings, interviews, selection, and onboarding, ensuring a seamless and positive candidate experience.
  • Oversee payroll administration, ensuring accuracy, timeliness, and full compliance with statutory and tax regulations.
  • Manage employee relations, including handling disciplinary actions, counselling, grievances, and terminations in accordance with company policies and legal standards.
  • Drive and manage the annual performance review cycle, including appraisals, promotions, salary reviews, and variable bonus exercises.
  • Review and enhance compensation and benefits programs to ensure competitiveness and alignment with business needs.
  • Identify training needs and implement learning and development initiatives to strengthen workforce capabilities.
  • Champion employee engagement activities such as team-building sessions, recognition programs, and company events to promote a positive workplace culture.
  • Track and analyze HR metrics to provide insights and recommendations for process improvement and workforce planning.
Office Administration
  • Oversee day-to-day office administration for the Singapore office, including procurement of office supplies, vendor management, and maintenance of office facilities and equipment.
  • Manage administrative contracts, office policies, and procedures to ensure smooth and efficient operations.
  • Liaise with external vendors, contractors, and building management on administrative and facility matters.
  • Support ad-hoc administrative duties and business needs as assigned.
Requirements
  • Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
  • Minimum 8 years of progressive HR experience, including regional exposure, preferably within the retail or consumer sector.
  • Strong understanding of HR operations, payroll management, and employment legislation across Singapore, Malaysia, and Thailand.
  • Proven experience in employee relations, performance management, and HR policy implementation.
  • Excellent interpersonal and stakeholder management skills with the ability to influence and partner effectively across levels.
  • Proactive, adaptable, and capable of working independently in a fast-paced, dynamic environment.
