Job summary

A water resources management company in Singapore is looking for a Health, Safety & Environment Manager for a 2-Year Contract. The successful candidate will implement and maintain HSE and Fire Safety management systems, ensuring compliance with legal requirements. A diploma in Engineering and at least 5 years of relevant experience are required. Company transport is provided from specified MRT stations.

Qualifications

  • Minimum a Diploma in the field of Engineering such as Mechanical or Chemical.
  • Degree in Occupational Health & Safety (OSH) or equivalent certification.
  • A Registered Workplace Safety & Health (WSH) Officer.
  • A Registered Senior Fire Safety Manager (SFSM).
  • At least 5 years of WSH/Security experiences in the plant process and/or power generation facility.

Responsibilities

  • Establish and maintain HSE management system compliance.
  • Conduct incident investigation processes and root cause analyses.
  • Lead and maintain the contractor management procedure.
  • Ensure compliance with legal requirements and standards.
  • Plan budget and cost approval for maintenance of HSE equipment.

This role will be contracted under TP-STM Water Resources Pte Ltd.

To carry out HSE functions and responsibilities to implement the Health, Safety & Environmental (HSE) and Fire Safety management system for Safe Operations.

Job Scope and Responsibilities

Role will be contracted under TP-STM Water Resources Pte Ltd

Leading to establish, implement and maintain a sound HSE and Fire Safety management system and processes to prevent and mitigate risk and /or events in the workplace that potentially could result in injury, ill-health and security threats

Determine, assess and implement compliance obligations under the legal and other requirements framework to avoid non-conformances that could result and /or lead to accountability

Specific Job Tasks and Duties

A. Establish implementation and maintain HSE management system compliance processes and achieve effectiveness through audits and take actions to mitigate and rectify lapses in avoidance of legal non-conformances

Establish implement and maintain ISO45001, ISO14001 management system and to achieve third party certifications

Supervise and conduct works in compliance with the legal framework

Conduct site safety inspections with O&M contractor, PUB, Owners and submit report for follow-up actions closed out

Conduct incident investigation processes and ensure thoroughness to determine the root cause for corrective actions

Lead, establish and review Operations & Maintenance of its risk assessment and safe work procedure processes and carry out audits of its effectiveness of implementations

Lead, establish, implement and maintain the contractor management procedure for contract and services

Lead, establish, implement and maintain the WSH industrial hygiene programme such as hearing conservation and occupational health

Lead, establish, implement and maintain Permit To Work Management System such as approval of:

  • Managing Work At Height (WAH Assessor & Authorized Manager)
  • Working in Confined Space (Assessor)
  • Hot Work (Assessor)

Establish, implement, conduct and maintain HSE training needs (certificate and records) for Operations & Maintenance

Lead, establish, implement and maintain the Emergency Response and Preparedness for the plant operations interfacing with business continuity plan

Establish, implement and maintain HSE communications, participation, coordination and reports with the relevant interest parties such as PUB, contractors, insurance (FM Global), enterprise risk management

Appointed as Workplace Safety & Health Officer (WSHO) with the plant Owner (TPSTM water Services) to ensure compliance with the legal requirements in meeting the HSE needs and expectations

Lead, establish, implement HSE initiatives as identified in the risk and opportunities for OH&S improvements and to create awareness and promote good WSH practices

Administer and implement the management of change processes and procedures to identify the risk and mitigate measures for the changes that potentially affecting the WSH implementations

Lead and establish HSE committee works in accordance with WSH committee regulations. Promote active participation of members in the work of HSE committee

To establish, implement and maintain compliance processes for NEA Hazardous Substance (HS) permit licensing renewal and third-party HS audit.

Ensure all authority licenses are kept up to date and remain valid through reporting and workplan to carry out arrangements for the necessary submission, renewal, test, audits etc

Submit monthly reports to Owners and PUB require under the person functions and maintain necessary documentation, records

Establish, implement and maintain task schedule work plan achievable for the work year as part of Key Performance Indicator (KPI)

Plan budget and cost approval for maintenance regime of HSE equipment

B. Establish implementation and maintain the Fire & Safety compliance processes and achieve effectiveness through audits and take actions to mitigate and rectify lapses in avoidance of legal non-conformances

Appointed as Senior Fire Safety Manager with the plant Owner (TPSTM water Services) to ensure compliance with the legal requirements in meeting the FSSD needs and expectations

Renewal of annual Fire Certificate with the conduct of RI (PE) fire certification renewal testing and documentation

Lead, establish, implement and maintain the Fire Protection System for the plant and coordinate with contractors in the maintenance and testing of the fire protection system to ensure reliability and operational readiness

Establish, implement and maintain Emergency Response and Preparedness Plan for the plant operations

Establish, implement and maintain resources and /or equipping require for Emergency Response

Lead, establish, implement and maintain the Company Emergency Response Team (CERT), plan and conduct of evacuation drills, table-top exercises, CERT exercise and audits

Coordinate and liaise with the Jurong Island Fire Station regular site inspections

Maintain records of FSSD approved plans

Plan budget and cost approval for maintenance regime of HSE equipment

C. Facility Maintenance

Lead, establish, implement and maintain task schedule work plan achievable for the work year as part of Key Performance Indicator (KPI)

Inspect, maintain and implementation of facility maintenance plan for building facility, offices, infrastructure, air-conditioning systems, roads and horticulture etc to coordinate with maintenance team for routine servicing and repairs

Plan budget and cost approval for maintenance regime

This position will be based in Jurong Island, company transport is provided at Jurong East/ Choa Chu Kang MRT station.
