Job summary

A leading construction and engineering firm based in Singapore is seeking an HSE Manager to ensure HSE compliance across all facilities and work sites. Ideally, you should have a diploma in HSE Supervision and Management, as well as at least 5 years of experience in HSE leadership roles. Job description

As an HSE Manager, you are responsible for HSE compliance at all Altrad facilities and work sites. This will include assessment and implementation of safety programs and the continued oversight and administration of existing HSE programs. This position will interface with both at a corporate level and with all local departments to ensure existing and new processes are following all Altrad and Singapore’s regulations.

You are to implement and maintain an environmental health and safety program involving hazard identification evaluation and control, accident/injury prevention, hazardous material/waste management, emergency preparedness, fire/life safety, ergonomics, industrial hygiene, and environmental regulatory compliance.

Local HSE Leadership

• Drive performance to achieve KPI’s at a local level
• Liaise with executive leadership team to set HSE expectations and create the environment in which the HSE performance can exceed requirements
• Liaise with Altrad Hub at a Group level to monitor action plans and KPI’s.

Establish Workplace Health, Safety and Environmental (HSE) policies and procedures

• Conduct risk assessment for all tasks and working conditions
• Develop effective procedures for safe working in collaboration with operational staff
• Identify requirements for compliance with HSE-related regulations and standards
• Implement appropriate action to stop unsafe work where necessary
• Participate in analysis of hazard information to identify root causes, consequences, feasible risk control measures and contingency measures for potential to all relevant hazards in the workplace.

Develop Workplace Health, Safety and Environmental management systems (HSEMS)

• Convince line management to demonstrate HSE leadership as role models to workers and prioritize HSE in relation to other operational priorities
• Drive the development of risk management (RM) plans and strategies for work processes and work areas
• Facilitate strategic and operational plans to address and improve the control of HSE hazards, risks and costs
• Identify resources required for HSE management and work within the allotted resource.
• Support implementation and monitor compliance with accordance with organization's HSE management system, policy, and procedures.

Manage people and organizational function

• Develop relationships with supervisors and middle managers to support HSE development relevant to their roles.
• Provide leadership in HSE and act as a role model of good HSE practice and professionalism to management, co-workers, and other stakeholders.
• Provide relevant and up to date HSE information to middle managers, supervisors, and workers
• Provide HSE advice to middle managers, supervisors, and workers
• Support implementation of change processes to minimize adverse effects and improve HSE
• Update internal and external HSE information, regulations, standards, and good practices related to the organization.

Deploy Workplace Health, Safety and Environmental (HSE) programs

• Drive communication and consultation implementation processes for HSE related matters for all stakeholders
• Drive HSE training and HSE related skill development for all supervisors and workers
• Facilitate management practices and projects conducted to improve organizational culture maturity level
• Maintain the data management systems to collect and record HSE information

Manage HSE performance

Qualifications

• Minimally a Diploma in HSE Supervision and Management or equivalent
• At least 5 years in HSE Leadership role; Safety, Engineering or equivalent
• Experienced in working in Process Plants
• Experienced in leadership role for Working at Height and Confined Space
• Experienced in working with internal and external auditors, clients, and government officials.
• Experienced in culturally diverse workplace.
• Experienced in Scaffolding, Insulation and Painting process.
