Job description
  • This position is for Office of Integrated Information Technology Services (IITS).

  • Team Leadership & Development
    • Recruit, lead, synergise, nurture and motivate a team of software developers/engineers working on different technical platforms to foster a culture of innovation, collaboration, continuous learning and improvement.

    • Set goals/targets for team, drive action plans to closure, and spearhead the on‑time and on‑budget delivery of high‑quality enterprise digital solutions.

    • Provide hands‑on technical guidance and mentorship for team members, including career planning and development.

  • Technology Planning
    • Assist supervisor in strategic planning and budgeting to support overall business objectives.

    • Develop and implement technical development strategies and roadmaps, including conducting reviews to gather user feedback, to enhance user experience and digital solution performance.

    • Stay abreast of industry trends and emerging technologies across various platforms to recommend, plan and drive technology innovation, adoption and optimisations.

  • Development Standards, Practices & Processes
    • Define and enforce application security, integration and usability standards for on‑premise and cloud‑hosted solutions to ensure secure, seamless integration and compatibility across different technical platforms.

    • Establish and drive continuous improvement in technical design and development standards, practices and processes (including tools and templates) to improve efficiency and quality.

  • Stakeholder Collaboration
    • Collaborate with cross‑functional teams, including project managers, business analysts, users and other stakeholders, to translate requirements into technical design and implementation, considering implications across various technical platforms.

    • Form good user relations and cultivate trust among users and team members.

    • Ensure prompt and efficient support services for users, including request and issue management.

  • Outsourcing & Vendor Management
    • End‑to‑end management of vendors, including contract management.

    • Monitor and analyse key performance indicators and risks, ensuring that proposed technical solutions are sound, defined service levels and schedules are met with satisfaction.

Qualifications
  • Bachelor's Degree in IT, Computer Science / Engineering, or a related field.

  • Minimum 10 years of proven experience in leading and managing software development / engineering teams in a fast‑paced and dynamic environment.

  • Strong technical background with expertise in software development methodologies, cloud technologies, secure and scalable architecture design. Extensive hands‑on experience in SAP (e.g. BTP), PeopleSoft, Azure (e.g. .NET), and / or Low/No‑Code (e.g. OutSystems) development platforms.

  • Excellent leadership, organisational and communication skills to effectively collaborate with internal and external stakeholders.

  • Proficiency in project, outsourcing / vendor and contract management.

  • Detail and quality oriented with a driven mindset and initiative to make things happen.

  • Ability to provide a balanced view of a problem situation, a clear thinker and good problem solver to guide the team to analyse and simplify complex issues and provide effective solutions.
