We are in a period of hyper‑growth with an ambitious plan to expand our footprint across Singapore and the APAC region. Our stores are not just points of sale; they are immersive brand experiences. To support this strategic expansion we are seeking a seasoned Head of Cost & Contract to ensure our projects are delivered on budget, on time and to the highest standards of quality.

Job Summary

The Head of Cost & Contract will be the strategic leader responsible for all financial and commercial aspects of our store renovation and new store construction programs. You will provide expert oversight on cost management, procurement, tendering and contract administration. This role is critical for developing a scalable, cost‑effective and efficient project delivery framework that supports our aggressive growth targets without compromising on our brand integrity or design vision.

Key Responsibilities
1. Strategic Cost & Budget Management
  • Develop and own the overall project cost plan and annual budget for the store rollout program.
  • Prepare detailed cost estimates, budgets and cost plans for all new store and refurbishment projects.
  • Implement robust cost control procedures, continuously monitoring project expenditures against budgets and forecasts.
  • Lead value engineering initiatives to optimize costs while maintaining design intent and quality.
2. Procurement & Tendering
  • Develop and execute the procurement strategy for all project‑related services (main contractors, MEP, FF&E, signage, etc.).
  • Lead the pre‑qualification, tender process, negotiation and appointment of contractors and consultants.
  • Ensure a competitive and transparent bidding process to secure the best value for the company.
3. Contract Administration & Management
  • Draft, review and negotiate all construction contracts, consultancy agreements and purchase orders.
  • Administer contracts throughout the project lifecycle, including managing variations, interim payments and final accounts.
  • Serve as the primary point of contact for all contractual and commercial matters with external partners.
4. Risk Management & Compliance
  • Identify, assess and mitigate commercial and contractual risks across the project portfolio.
  • Ensure full compliance with Singaporean and local statutory requirements, building codes and company policies.
  • Manage the resolution of any contractual disputes or claims.
5. Leadership & Process Improvement
  • Build, lead and mentor a high‑performing cost & contract management team.
  • Develop and standardise cost databases, templates and best practices for the region.
  • Collaborate closely with the Real Estate, Design and Construction teams to ensure seamless project integration.
Qualifications and Experience
  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering or a related field. MRICS or similar professional certification is highly preferred.
  • Minimum of 10 years of post‑qualification experience in a cost management or commercial management role with at least 3 years in a leadership capacity.
  • Proven track record in managing the end‑to‑end cost and contract functions for a multi‑site retail or F&B rollout program (e.g. food & beverage, fashion, luxury).
  • Deep, established network of contractors, suppliers and consultants within the Singapore construction and interior fit‑out industry. Knowledge of the broader APAC market is a strong advantage.
  • Extensive experience with various forms of contracts (e.g. FIDIC, PSSCOC, NEC) and a strong grasp of Singapore building regulations.
