Job summary

Rhino Partners Pte Ltd seeks a capable Full Stack Engineer to design, develop and maintain scalable digital solutions for the public sector. You will contribute to an AI-enabled platform for high-volume document processing and collaborate across projects and tech domains.

This role requires strong fundamentals in TypeScript, Node.js and React, with ownership across the software lifecycle. Senior Consultant and Consultant levels available with responsibilities scaled to experience.

Qualifications

We are looking for a Full Stack Engineer to join our team in designing, developing and maintaining secure, scalable and reliable digital solutions for the public sector.

You will initially contribute to the development of an AI-enabled platform supporting high-volume document processing, with opportunities to work across different projects and technology domains as business priorities evolve.

This role requires strong full-stack engineering fundamentals, hands-on experience with TypeScript, Node.js and React, and the ability to design, build and support production-grade applications. We value engineers who demonstrate sound technical judgement, adaptability and ownership throughout the software development lifecycle.

The position is open at Consultant and Senior Consultant levels, with responsibilities adjusted according to experience.

Key Responsibilities

Full Stack Application Development

• Design, develop, test, deploy and maintain scalable web applications using React, TypeScript and Node.js.


• Build and integrate RESTful APIs, backend services, background processing jobs and relational databases.


• Translate business requirements and operational workflows into reliable, maintainable software solutions.


• Develop integrations with external services, government systems and third-party APIs.


• Contribute across the technology stack, including integration services and desktop applications where required.

System Design & Architecture

• Design technical solutions with consideration for scalability, performance, security, maintainability and operational reliability.


• Evaluate architectural approaches and make informed engineering trade-offs based on technical and business constraints.


• Identify and resolve performance bottlenecks, concurrency issues and system integration challenges.


• Participate in technical design reviews and maintain appropriate architecture and implementation documentation.

AI Integration & Automation

• Integrate AI capabilities, including Large Language Models (LLMs), computer vision and Optical Character Recognition (OCR), into application workflows.


• Develop reliable integrations with AI services, incorporating error handling, retries, cost optimisation and output validation.


• Support the development of AI-enabled document processing and workflow automation solutions.


• Evaluate and validate AI-generated outputs to ensure application reliability and quality.

DevOps, Security & Production Support

• Implement automated testing, code reviews and CI/CD pipelines to maintain software quality and deployment reliability.


• Deploy and maintain applications using cloud services, containers and related infrastructure components.


• Troubleshoot production issues across application, network, infrastructure and external system boundaries.


• Support ongoing application maintenance, incident investigation and continuous improvement.


• Participate in security assessments, Vulnerability Assessment and Penetration Testing (VAPT), audits and compliance reviews, including remediation of identified findings.


• Apply secure coding practices and appropriate controls for handling sensitive data.

Technical Collaboration & Leadership

• Collaborate with product managers, engineers and operational stakeholders to deliver solutions aligned with user needs.


• Participate in Agile development activities, technical discussions and peer code reviews.


• Document technical decisions, implementation approaches and operational procedures to support knowledge sharing.


• For Senior Consultant positions, take ownership of larger technical components, provide engineering guidance and mentor junior developers.

Requirements

• Consultant: 4–7 years of relevant software engineering experience.


• Senior Consultant: 7+ years of relevant software engineering experience.


• Strong hands‑on experience developing full‑stack applications using TypeScript, Node.js and React.


• Proficiency in backend API development, asynchronous programming and relational database design.


• Solid understanding of software architecture, design patterns, data structures and engineering best practices.


• Working knowledge of concurrency concepts, including event loops, asynchronous operations, race conditions and performance bottlenecks.


• Experience designing technical solutions and evaluating trade‑offs involving performance, scalability, security and maintainability.


• Experience with automated testing, Git, code reviews and CI/CD practices.


• Familiarity with cloud platforms, containerisation, managed services, object storage and message or job queues.


• Strong debugging and troubleshooting skills across distributed applications and external integrations.


• Good communication and problem‑solving skills, with the ability to work independently and collaboratively in an Agile environment.


• Adaptability to evolving requirements, technologies and project assignments.

Good to Have

• Experience integrating AI/ML services or LLM APIs into production applications, including prompt management, rate limiting, retries, token optimisation and output evaluation.


• Exposure to agentic AI workflows, Model Context Protocol (MCP) or AI tool integration frameworks.


• Familiarity with additional backend languages such as Go, C# or Java.


• Experience working with the Singapore Government Tech Stack (SGTS) or delivering public‑sector digital solutions.


• Knowledge of observability practices, including application logging, monitoring, metrics and distributed tracing.


• Familiarity with secure software development, vulnerability remediation and sensitive data protection.


• Experience supporting business‑critical or high‑availability production systems.


• Experience preparing technical documentation, architecture decision records and operational runbooks.
