Job summary

Rhino Partners is seeking a hands-on Full-Stack / DevOps Engineer to support development, deployment and reliability of digital government applications in Singapore. You will work across AWS, CI/CD, IaC, observability and AI-integrations to improve monitoring and automate deployments.

You will collaborate with application teams, infrastructure and cybersecurity groups and public-sector partners to migrate workloads to GovTech platforms and ensure secure, scalable delivery.

Qualifications

• Diploma or degree in computer science or related discipline.

Job description

We are looking for a Full-Stack / DevOps Engineer to support the development, deployment and operational reliability of digital applications within Singapore’s public sector.

This is a hands-on engineering role spanning AWS cloud infrastructure, application observability, CI/CD, Infrastructure-as-Code (IaC), backend integrations and AI-enablement. You will work across application and infrastructure layers to improve monitoring, automate deployments, migrate applications onto common government DevSecOps platforms, and develop backend integrations connecting applications with enterprise knowledge sources.

You will work closely with application developers, infrastructure and cybersecurity teams, product owners, vendors and Whole-of-Government (WOG) service providers.

What You’ll Be Working On

Application Observability & AWS CloudWatch

• Design, configure and maintain AWS CloudWatch Synthetics Canaries for application availability and functional monitoring.
• Develop and refine canary test scripts across UAT and production environments, accounting for differences in authentication, networking and endpoint configurations.
• Implement health checks, performance monitoring, dashboards, metrics, logs and alerts to provide proactive visibility into application health.
• Configure CloudWatch dashboards and metrics for stakeholder visibility.
• Troubleshoot canary failures, false positives, application performance issues and availability incidents.
• Continuously improve application monitoring, alerting and operational dashboards.

CI/CD Runner Migration & Deployment Automation

• Plan and execute the migration of existing application CI/CD runners to GovTech-managed runners.
• Assess existing build and deployment configurations, dependencies, credentials, environment variables and integration requirements.
• Configure, test and validate application builds and deployments within the new runner environment.
• Troubleshoot deployment pipeline, runner and environment-related issues.
• Work with GovTech and application teams to ensure reliable application deployment following migration.

Backend & AI Integrations

• Design and develop backend integration components and services supporting digital applications.
• Set up and maintain Model Context Protocol (MCP) servers and associated APIs/services to enable AI-enabled applications to securely access authorised knowledge sources.
• Develop integrations with internal systems, APIs and knowledge repositories.
• Implement authentication, authorisation, API management, logging, error handling and data transformation for system-to-system integrations.
• Work with application and data owners to understand source-system interfaces and develop reusable integration services.

SHIP-HATS, CI/CD & Infrastructure-as-Code

• Configure and manage SHIP-HATS CI/CD deployment pipelines for new and existing applications.
• Support the onboarding and migration of applications onto SHIP-HATS deployment processes.
• Review existing deployment architecture and migrate manually configured infrastructure towards Infrastructure-as-Code (IaC).
• Develop and maintain reusable IaC templates and scripts for consistent provisioning across development, testing and production environments.
• Troubleshoot CI/CD pipeline, infrastructure, deployment and environment configuration issues.
• Develop reusable deployment patterns and automation to reduce manual effort and configuration inconsistencies.

What We’re Looking For

• Diploma or Degree in Computer Science, Information Technology, Computer Engineering or a related discipline.
• Approximately 3-5 years of relevant experience in DevOps, cloud engineering, platform engineering, application infrastructure or application operations.
• Hands-on experience with AWS cloud environments, preferably including CloudWatch and application monitoring.
• Experience with Git/GitHub, CI/CD pipelines, runners and deployment automation.
• Experience with Infrastructure-as-Code (IaC) and configuration automation.
• Experience supporting production applications and troubleshooting across application and infrastructure layers.
• Understanding of application observability, including logging, metrics, dashboards, alerting and performance monitoring.
• Experience with Docker and containerised applications; Kubernetes or managed container platforms would be advantageous.
• Experience developing or integrating REST APIs and backend services.
• Scripting experience using Python, Bash, PowerShell or equivalent.
• Good understanding of networking fundamentals including DNS, routing, firewalls, proxies and load balancers.
• Understanding of TLS/SSL certificates, secrets management and identity/access management.
• Experience with Linux and/or Windows server environments.

Nice to Have

• Experience working within Singapore Government ICT or GCC environments.
• Experience with SHIP-HATS, StackOps or other Singapore Government Tech Stack platforms.
• Experience with AWS CloudWatch Synthetics or similar application performance and synthetic monitoring tools.
• Experience setting up or working with MCP servers and AI application integrations.
• Experience with SFTP or managed file-transfer solutions.
• Familiarity with application incident, problem and change management processes.

What Success Looks Like

You will help improve application availability and operational visibility while standardising how applications are monitored, deployed and integrated. Your work will contribute to more reliable CI/CD pipelines, increased adoption of automated infrastructure and deployment practices, stronger observability, and reduced reliance on manual or vendor‑specific deployment processes.

You will also maintain clear technical documentation throughout the application lifecycle, including API documentation, architecture and data‑flow diagrams, deployment and operational runbooks, and relevant code documentation.
