Job description
Responsibilities

1. Manage

  • Support Seafarer Division Assistant Manager / Manager on the day-to-day activities of Seafarer Division.
  • Liaise with the crewing managers / manning agents.

2. Monitor

  • Performance of contracted crewing managers / manning agents, and their subcontractors.
  • Compliance with SIGTTO, any other officer qualification / experience matrix and international standards.
  • Performance of assigned seafarers through an effective appraisal system.

3. Appoint

  • Work closely with the appropriate managers / superintendents / appointed crew manning managers / agents.
  • Comply with the Company’s safety management system (USMS) and propose changes when required or indicated.
  • Monitor the vessel schedule and plan for crew change.
  • Review seafarer qualifications ensuring compliance with all related latest code and regulations.
  • Check and monitor documents, licenses and endorsements validity for all ranks.
  • Maintain seafarers’ records such as appraisals, disciplinary records, medical certificates, drug and alcohol (D&A) results of assigned crews to satisfy the requirements of ISM / STCW and international standards.
  • Monitor appraisal records and provide in-house guidance / instruction on how to effectively appraise personnel.
  • Assist the recruitment interview of seafarer.
  • Assist recruitment of officer and cadet appointments in liaison with the Technical Fleet Manager / Technical superintendent / Marine superintendent.
  • Arrange Pre-boarding Briefing for senior officers on fleet personnel updates and activities.
  • Attend regular meetings with manning agents.
  • Assist preparation of annual manning agent audit.
  • Assist preparation of annual seafarer seminar.
  • Assist in filing and record keeping of manning related forms / documents.
  • Visit company's LNG vessels as necessary to foster good working relationships and maintain moral support.
  • Report bi-annually to management providing data on the manning function, crew composition, retention, recruitment, and training programs.
  • Monitor industry manning and training standards and report to management on any anticipated changes (benchmarking).
  • Assist preparation of manning budgets (OPEX), projections and provision explanations to management.
  • Check and process manning invoices, and liaison with accounting department for payment.
  • Administration and reconciliation of all ship-personnel-related personal injury and medical protection and indemnity (PI) insurance claims.
Qualifications and Experience

  • Knowledge of industry regulations including STCW / MLC / ISM / IMO / TMSA / Flag state requirement / Crew’s documentation & license.

  • Able to work with minimum supervision.
  • Flexible and able to work across cultural lines.
  • Team worker with good interpersonal skills.
