To oversee and manage the hospital’s facilities, equipment, and building systems effectively and efficiently, ensuring a safe and conducive Environment of Care (EOC) for patients, visitors, and staff at all times.
MAJOR DUTIES AND RESPONSIBILITIES
(A) SPECIFIC
- Support the Director, Hospital Planning & Infrastructure (HP&I) / FM HOD in leading Facilities Management and Facilities Maintenance staff to deliver excellent service standards for the Facilities Management and Safety (FMS) chapter, meeting standards set by the Joint Commission International (JCI), ISO, Ministry of Health (MOH), and other regulatory bodies.
- Train Facilities Management and Facilities Maintenance staff to enhance their technical skills and communication standards to improve service quality.
- Assist the Director, HP&I and FM HOD in coordinating with hospital staff for planning and executing projects such as Kaizens and green productivity initiatives (e.g., Clean and Green week, Earth Day).
- Guide and counsel junior staff in both FM and outsourced Facilities Maintenance departments to be proactive and efficient in maintenance and improvement works.
- Supervise vendors, contractors, and suppliers to ensure timely completion of maintenance work and projects.
- Support testing and commissioning of new Fitting, Furniture, and Equipment (FF&E), and oversee the replacement and implementation of building systems, including fire door replacements, leakages, structural repairs, and investigations.
- Implement best practices from other hospitals, focusing on cost-effective, simpler, and faster maintenance and operational methods.
- Organize and introduce new working methodologies, such as scanning tools and endorsed construction methods, to improve productivity and efficiency.
- Lead predictive, preventive, corrective, and breakdown maintenance of equipment and building systems with the outsourced Facilities Maintenance team.
(B) GENERAL
- Assist the Director, HP&I and FM HOD in planning new projects and facility improvement activities.
- Support environmental and educational projects initiated by the hospital.
- Participate in safety, service improvement, and training activities, such as road shows.
- Perform any additional duties assigned by the Director, HP&I and FM HOD.
- Lead and oversee structural and civil projects, including façade repairs, leakage detection, safety programs, and new installations.
JOB REQUIREMENTS
(A) EDUCATION, TRAINING AND EXPERIENCE
- Degree in Civil/Structural Engineering, Building Services, Property Management, or equivalent with at least 2 years of experience; Diploma holders require at least 5 years of relevant experience. Consideration may be given on a case-by-case basis if requirements are not fully met.
(B) PROFESSIONAL LICENCE
- Resident Technical Officer or Engineer qualification is an advantage.
(C) WORKING HOURS AND RESPONSE TIME
- May require shift or overtime work as needed.
- Must be able to work after office hours, on weekends, and public holidays when necessary.
- Expected to respond promptly to urgent building-related issues via mobile phone and return to the hospital immediately when required.
