Job summary

Majlis Ugama Islam Singapura (MUIS) invites applications for a role to support and/or lead the planning and execution of procurement activities, ensuring compliance with organisational policies, IM regulations and the principles of value for money, fairness and transparency.

You will provide professional procurement advice across the Group, manage end-to-end procurement from planning through award and contract administration, and contribute to strengthening governance, processes and capabilities.

Qualifications

  • Experience in end-to-end procurement activities and governance.
  • Ability to translate policies into procurement solutions and advisory support.
  • Familiarity with Singapore public sector procurement and related IM policies.
  • Proficient in using procurement systems and office productivity tools.

Responsibilities

  • Manage and support end-to-end procurement activities from planning to contract administration.

  • Ensure timelines, fairness, and compliance with policies and procedures.
  • Provide procurement advisory, assess risks, and escalate major issues as needed.

Job description

What the role is:

To support and/or lead the planning and execution of procurement activities, ensuring that procurement is conducted in accordance with organisational policies, Government Procurement Instruction Manual (IM) regulations and the principles of value for money, fairness and transparency.

The role provides professional procurement advice to stakeholders across the Group, manages procurement activities from planning through award and contract administration, and contributes to strengthening procurement governance, processes and capabilities across the Group.

What you will be working on:
A. Procurement Management
  • Manage and support end-to-end procurement activities, from procurement planning and sourcing through evaluation, award and contract administration.
  • Review procurement requirements and documentation, and advise stakeholders on appropriate sourcing approaches, evaluation methods and procurement strategies.
  • Manage procurement timelines and ensure procurement exercises are conducted fairly, transparently and in accordance with prevailing policies and procedures.
B. Procurement Advisory
  • Provide practical and professional procurement advice to stakeholders across the Group, translating policies and requirements into appropriate procurement solutions.
  • Review and constructively challenge procurement proposals, requirements and approaches to achieve sound procurement outcomes and value for money.
  • Advise stakeholders on procurement risks, controls and alternatives, and escalate significant or exceptional matters to Head (Procurement) where appropriate.
C. Governance, Compliance & Risk Management
  • Ensure procurement activities comply with prevailing Government Procurement IM policies, internal procedures, approval requirements and governance controls.
  • Maintain proper procurement documentation and audit trails, and support internal and external audits and reviews.
  • Identify procurement and compliance risks, recommend appropriate controls, and keep abreast of changes in Government Procurement IM policies and good practices.
D. Contract Management
  • Monitor contract utilisation, key milestones, expiry dates and upcoming procurement or renewal requirements for assigned units.
  • Support contract administration, including monitoring contractual obligations, expenditure, variations, extensions and other contract-related matters.
  • Maintain appropriate contract records and work with stakeholders to identify and address contract management issues in a timely manner.
E. Process Improvement & Digitalisation
  • Maintain procurement trackers, databases and dashboards, and generate procurement reports, statistics and management information.
  • Monitor and analyse procurement patterns and transactional metrics, including procurement volumes and processing timelines, to support planning and decision-making.
  • Review and improve procurement processes, SOPs, templates and guidance, and leverage technology and digital solutions to strengthen efficiency, consistency and governance.
F. Capability Development & Team Contribution
  • Share procurement knowledge and good practices, contribute to procurement training and capability-building initiatives.
  • Guide colleagues and stakeholders on procurement processes and, where applicable, coach junior officers in professional procurement practices.
  • Contribute to building a collaborative, service-oriented and professional procurement culture across the Group.
What we are looking for:
  • A tertiary education in Business, Supply Chain Management, Logistics, Finance or a related discipline, or a relevant professional qualification in procurement and supply. Candidates with other qualifications and relevant experience may also be considered.
  • Preferably at least 3 years of relevant procurement experience, with hands-on exposure to end-to-end procurement activities. Candidates with less experience but strong relevant capabilities may also be considered.
  • Experience in Singapore public sector procurement and familiarity with Government Procurement IM policies would be a strong advantage.
  • Familiarity with procurement and enterprise systems such as GeBIZ and Workday would be advantageous.
  • Experience in procurement governance, stakeholder advisory, contract management and procurement reporting and analytics would be advantageous.
  • Digitally proficient, with working knowledge of Microsoft Office applications and a willingness to adopt data, digital and AI tools to improve productivity and procurement processes.
  • The candidate should possess good procurement knowledge and judgement, with strong analytical, critical thinking and problem-solving skills. Resourceful, meticulous, proactive and results-oriented, the candidate should be able to work independently on assigned procurement matters, and take ownership of their work, and demonstrate excellent written, verbal and interpersonal skills. A collaborative team player with a continuous improvement mindset is essential.

Successful candidate will be appointed on a contract basis.
